민주주의는 투표함에만 존재하지 않는다. 민주주의는 여론이 형성되는 과정, 시민의 판단이 만들어지는 경로 위에 서 있다. 그 경로가 조작되면 선거는 선거가 아니라 민주주의의 외피를 쓴 기만이 된다.
그래서 댓글 조작은 단순한 온라인 소란이 아니다. 그것은 민주주의를 파괴하는 범죄다. 대한민국은 이미 그 사실을 법의 언어로 확정한 바 있다. 김경수·드루킹 사건은 정치적 논쟁이 아니라 실형 확정으로 결론 난 사건이다. 사법부는 여론 조작을 민주주의 훼손 범죄로 규정했고, 그 책임자에게 실형을 선고했다. 그 판결이 남긴 메시지는 단순하다. 여론을 인위적으로 설계해 정치적 정당성을 포장하는 행위는 전략이 아니라 범죄라는 것이다.

그런데 지금 보수 정당 내부를 뒤흔든 이른바 ‘당원게시판(당게) 사건’은 무엇인가. 댓글이든, 게시판이든, SNS든 기술은 달라질 수 있다. 그러나 본질은 변하지 않는다. 여론을 형성하는 것이 아니라 여론을 제작하려는 순간, 그 정치는 민주주의가 아니라 조작이다.
플랫폼만 바뀐 드루킹이다.
보수는 과거 그 사건을 두고 민주주의 파괴라고 비판해 왔다. 그 비판이 정당하려면 전제가 하나 있다. 보수는 같은 방식을 반복하지 않는다는 최소한의 윤리 기준이다. 그 기준이 무너지는 순간, 보수는 보수가 아니다. 권력을 위해서라면 무엇이든 정당화하는 또 하나의 진영으로 전락할 뿐이다.
문제는 사건 자체보다 사건 이후의 태도다. 민주주의를 훼손한 의혹이 제기된 순간, 정치 지도자가 해야 할 일은 단 하나다. 설명하고, 책임지고, 정리하는 것이다. 그것이 지도자의 의무다.
사과는 두 가지다.
첫째, 무엇을 잘못했는지 행위를 특정해야 한다.
둘째, 그 책임이 누구에게 있는지 귀속을 분명히 해야 한다.
그런데 이번 사태에서 가장 결정적인 장면은 바로 이것이 비어 있었다는 점이다. 정치에서 가장 비열한 기술은 사과하는 척하는 것이다. 송구하다고 말하면서도 정작 무엇이 송구한지 말하지 않는 방식이다. 책임을 인정하는 듯 보이지만 책임의 주어를 끝내 지우는 방식이다.
이것은 사과가 아니다. 사과의 형식을 빌린 책임 회피다. 더 나쁜 것은, 그 책임 회피가 우연이 아니라는 점이다. 이런 유형의 권력은 사과를 선택지가 아니라 위협으로 본다. 사과하는 순간 자신의 무오류 신화가 무너지고 그 결과 팬덤의 결집도 흔들린다고 믿기 때문이다.
그래서 사과는 언제나 변명으로 포위된다. 사과는 메시지가 아니라 연출이 된다. 여기서 국민은 묻게 된다. 도대체 이런 정치 초보가 무엇을 믿고 대선을 꿈꾸는가. 참으로 가소롭다.
정치는 이미지로 시작할 수는 있어도 이미지로 완성되지는 않는다. 정치는 시간과 책임, 실패와 성찰의 축적 위에서만 성립한다.
그런데 기본적인 책임의 문법조차 배우지 못한 사람이, 민주주의의 규칙을 흔들어 놓고도 아무 일 없었다는 듯, 대선을 입에 올린다면 그것은 야망이 아니라 모욕이다.
국민을 모욕하는가. 대한민국을 모욕하는가. 대선은 동아리 회장 선거가 아니다. 국가 운영의 자격을 묻는 자리다. 경제와 안보, 외교와 산업, 인구와 복지, 사회 통합과 국가 비전을 한꺼번에 짊어질 사람을 고르는 과정이다. 그런데 여론을 설계하려는 충동을 버리지 못하고, 사과조차 책임의 언어로 말하지 못하는 인물이 어떻게 국가의 통합을 말할 수 있겠는가.
이제 더 근본적인 질문이 남는다. 왜 이런 인물을 지지하고 따르는 당내 인사들과 팬덤이 형성되는가. 그들은 어디서 온 사람들인가.
첫째, 정치를 설득이 아니라 단죄로 이해하는 사람들이다. 정치를 수사의 연장으로 착각한다. 그 결과 공동체는 통합되지 않고 분열만 관리된다.
둘째, 엘리트 자격증 신앙에 사로잡힌 사람들이다. 학벌과 고시와 직함을 국정 운영 능력으로 동일시한다. 국정은 시험 성적표가 아니라 종합 설계의 영역이다.
셋째, 팬덤 정치의 수혜자들이다. 팬덤은 토론을 지우고 비판을 배신으로 만든다. 정책이 아니라 충성 경쟁만 남는다.
넷째, 책임 회피를 합리화하는 사람들이다. 우리 편이면 괜찮다는 논리는 윤리 기준을 무너뜨린다. 민주주의의 절차는 진영 감정의 하위 개념으로 추락한다.
이런 정치가 반복되면 어떤 결과가 오는가. 정치는 더 이상 설계가 아니라 동원이 되고, 동원은 더 이상 시민의 판단이 아니라 조작된 반응이 된다. 그때 민주주의는 투표를 해도 민주주의가 아니다. 선거는 있지만 공론장은 죽는다.
그래서 민주주의를 흔든 방식이 과거에 실형으로 단죄된 이상, 그 본질이 같은 의혹 앞에서 대선을 꿈꾸는 것은 정치적 포부가 아니라 국민에 대한 도발이다.
대선은 꿈이 아니다. 대선은 책임이다. 그 책임을 감당할 준비가 없는 권력은 정치의 미래가 아니라 국가의 위험이 된다.
보수는 이제 결단해야 한다. 보수의 재건은 인물 교체가 아니라 권력 문법의 교체에서 시작돼야 한다. 조작과 동원, 팬덤과 면죄부로는 대한민국을 운영할 수 없다. 설득하고, 책임지고, 통합하는 정치만이 가능하다. 드루킹의 실형은 과거의 사건이 아니다. 민주주의가 넘어서는 안 되는 선을 보여준 경고다. 그 선을 다시 밟는 순간, 누구도 미래를 말할 자격이 없다. Jeongkeekim@naver.com

But how can someone who cannot abandon the impulse to manipulate public opinion and cannot even articulate an apology in the language of responsibility speak of national unity?
Now, a more fundamental question remains. Why do party members and fandoms support and follow such figures? Where do they come from?
First, they understand politics not as persuasion but as condemnation. They mistake politics for an extension of rhetoric. As a result, the community is not united, but only divided.
Second, they are obsessed with the belief in elite credentials. They equate academic background, civil service exams, and titles with the ability to govern. Government is not a test score, but a comprehensive plan.
Third, they are the beneficiaries of fandom politics. Fandoms erase discussion and turn criticism into betrayal. Instead of policy, they are left with a competition for loyalty.
Fourth, they are those who rationalize evasion of responsibility. The logic that "it's okay as long as they're on our side" undermines ethical standards. The process of democracy is reduced to a subordinate concept of partisan sentiment.
What will be the result if this kind of politics repeats itself? Politics is no longer about planning, but about mobilization, and mobilization is no longer about citizens' judgment, but about manipulated reactions. Then, even with voting, democracy ceases to be democracy. Elections exist, but the public sphere is dead.
Therefore, given that the methods that undermined democracy have been previously condemned with prison sentences, dreaming of a presidential election in the face of the same fundamental suspicions is not a political aspiration, but a provocation to the people.
A presidential election is not a dream. It is a responsibility. Power unprepared for that responsibility poses a danger not to the future of politics, but to the nation.
Conservatives must now make a decision. The reconstruction of conservatism must begin not with replacing personnel, but with a shift in the grammar of power. We cannot govern the Republic of Korea through manipulation, mobilization, fandom, and indulgences. Only politics that persuade, take responsibility, and unite is possible. Druking's prison sentence is not a past event. It is a warning that democracy must not cross the line. The moment we cross that line again, no one will be qualified to speak of its future.
