김종민 국회의원(무소속,세종시갑·산업통상자원중소벤처기업위원회)이 정부의 첨단산업 투자 편중을 강하게 비판했다.
김 의원은 “620조 원의 국가첨단산업 투자 중 90%를 수도권에 집중하는 것은 대한민국 미래 100년을 잘못된 방향으로 이끄는 일”이라며 “균형 있는 산업 분산 전략이 필요하다”고 강조했다.
김종민 의원은 8일 대전·세종·충남 송전선로 백지화를 촉구하는 대책위 집회에 참석해 이같이 밝히며, “수도권 집중이 지속된다면 영호남은 유령도시가 될 것”이라고 지적했다. 이날 집회에는 세종시 장군면·연동면 송전선로 반대 대책위원회 주민들도 함께 참여했다.
정부는 2023년 국가첨단전략산업위원회를 통해 총 620조 원 규모의 첨단산업 및 소부장 특화단지 투자를 확정했으며, 이 가운데 562조 원이 용인·평택 반도체특화단지에 배정된 것으로 나타났다.
또 2024년 6월 발표된 바이오 특화단지 투자에서도 전체 36조 원 중 25조 7천억 원이 인천 송도의 삼성바이오메가클러스터로 지정되는 등 수도권 편중이 심화되고 있다.
김 의원은 “반도체 기업들이 지역 인재 부족을 이유로 수도권 집중을 정당화하지만, 이는 설득력이 떨어진다”며 “세계 1위 반도체 기업인 대만 TSMC도 지진·안보 리스크 분산을 위해 다섯 곳에 공장을 나눠 운영하고 있다”고 설명했다. 이어 “산업 경쟁력 확보를 위해서도 분산 전략을 검토해야 한다”고 재차 강조했다.
그는 또 “송전선로 문제는 특정 지역만의 이슈가 아니라 국가의 산업 구조와 직결된 문제”라며 “RE100, 수출 경쟁력, 국가균형발전의 세 가지 측면에서 정부가 근본적으로 재검토해야 한다”고 주장했다.
김종민 의원은 “태양광의 호남, 풍력과 해양심층수가 있는 영남으로 반도체 산업을 분산시키는 K-반도체 트라이앵글 전략으로 가야 한다”며 “국가의 산업 지형을 수도권 중심에서 전국 균형형 구조로 재설계해야 한다”고 강조했다.
