생태계의 보고 왕송호수에 소각장을?...소각시설 둘러싼 갈등

3기 신도시 폐기물시설이 의왕시 왕송호수 인근에 설치될 것으로 알려지면서 지역주민들과 의왕시 간 갈등이 불궈지고 있다.

지난해 말 국토부는 의왕군포안산 공공주택지구 지구계획을 승인 고시하면서 의왕 월암동과 안산 건건동에 소각장 설치 계획을 발표했다. 정부는 2026년 이후 수도권 폐기물 직매립을 단계적으로 제한하고, 각 지자체에 자체 처리 능력 확보를 사실상 의무화하고 있다. 이에 따라 의왕시도 외부 위탁 처리에 의존하던 구조에서 벗어나기 위해 소각장 설치를 검토해 왔으며 최근 이를 공식화 했다. 의왕시는 정부 정책 변화에 대응하지 않으면 처리 비용 급증과 행정 공백이 불가피하다는 입장이다.

그러나 주민들은 시의 일방적인 사업 추진이라며 반발하고 있다. 가장 큰 우려는 생태계 훼손과 주변 환경의 악화다. 주민들은 각종 환경 오염 물질의 장기적 영향에 대한 우려를 제기한다. 아이들과 노년층이 함께 사는 도시에서 소각장 설치는 적절치 않다는 지적이다.

한채훈 의왕시의원은 “왕송호수는 생태계의 보고로 우리 의왕의 자부심이자, 멸종위기종 수달과 수만 마리의 철새가 숨 쉬는 소중한 생태 거점이다. 혈세를 투입해 생태 습지를 조성하고 철도관광특구로 키워온 이곳에 소각장을 짓겠다는 것은 이해하기 어려운 처사“라고 말했다. 

주민들은 비상대책위원회를 구성해 월암동 소각장 설치 반대 서명운동을 준비하고 있다. 한편 의왕시 관계자는 "LH와 주민설명회를 준비하고 있으며 주민과 소통하며 문제를 해결하겠다"고 밝혔다.

Residents have formed an emergency response committee and are preparing a signature campaign opposing the construction of the Wollam-dong incinerator.
