브레이크뉴스 임국정 기자 = 권성동 국민의힘 원내대표가 17일 '12·3 비상계엄 사태' 수사를 위한 당 자체 특검 법안인 '계엄 특검법'을 발의할 예정이라고 밝혔다.
권 원내대표는 이날 국회에서 열린 당 원내대책회의에 참석해 "국민의힘은 오늘 계엄 특검법을 발의할 예정"이라며 "더불어민주당과 특검안을 놓고 협상에 나설 것"이라고 전했다.
앞서 민주당은 비상계엄 사태 수사를 위해 '내란 특검법'을 발의했지만, 해당 법안은 국회를 통과한 뒤 최상목 대통령 권한대행(경제부총리 겸 기획재정부 장관)의 재의요구권(거부권) 행사로 재표결 절차를 거친 뒤 폐기됐다. 이후 민주당은 기존 내란 특검법에 외환유치죄를 추가한 '내란·외환 특검법'을 재발의했다. 이에 국민의힘이 해당 법안의 통과를 막고자 자체 특검법을 발의하겠다는 것이다.
권 원내대표는 "민주당에게 강력하게 촉구한다. 이 특검 자체가 아무 쓸모가 없다. 특검 법안 자체를 철회하기를 바란다"라며 "만약에 철회되지 않는 것에 대비해 최악보다는 차악을 선택하는 것이 낫다는 그런 고육지책에서 우리 당의 특검 법안을 발의한다"라고 설명했다.
그는 "비상계엄 선포와 관련해 이미 국방부 장관, 각 군 사령관, 경찰청장 등 관련자들이 99% 구속 기소돼 있거나 불구속 기소돼 있다"라며 "또 대통령에 대한 수사도 이미 공수처(고위공직자범죄수사처)에서 체포를 해, 언론 보도에 따르면 오늘이나 내일 구속 영장을 청구할 계획이라고 한다"라고 지적했다.
이어 "그렇게 될 경우 비상계엄 선포 관련자들에 대한 수사는 대부분 완료된다"라며 "그렇기 때문에 사실상 특검을 도입할 이유가 전혀 없다"라고 주장했다.
아울러 "민주당이 발의한 특검을 도입할 경우 예산만 300억 원가량이 사용된다"라며 "민주당이 특검법을 도입하려는 이유는 이 사건을 계속 끌고 나가서 자신들에게 유리한 정치 지형을 만들겠다는 그런 당리당략적인 이유 하나밖에 없다"라고 했다.
권 원내대표는 "민주당의 특검법은 종북, 이적, 위헌, 매국, 독재를 버무려서 만든 괴물"이라고 표현하기도 했다.
그는 "만약 민주당의 특검법이 통과된다면, 민주당은 특검이라는 명목으로 국민 전체를 통제하고 감시하는 공권력을 쥐게 된다"라며 "아무리 조기 대선을 통해 이재명(민주당 대표)의 나라를 만들고 싶어도 대한민국을 절단 내는 법을 만들어서는 안 된다"라고 말했다.
