새로운 코트 확보가 생활체육 활성화 관건…고정코트 복원 위해 사용 추이 분석 중

지난 1월 7일 열린 안양시테니스협회 회장 선거에서 김기주 협회 전무가 제3대 회장에 당선됐다. 김기주 회장 당선인은 1월 18일부터 4년간의 임기를 시작하게 된다. 향후 협회를 어떻게 운영할지 등을 알아보기 위해 지난 1월 8일 오후 김기주 회장을 전화로 인터뷰했다.
우선 당선 소감을 한 말씀 해주신다면?
“대의원들, 동호인들 모두가 옆에서 도와주시고 협조해 주신 덕분에 당선이 된 것 같다. 그동안 도와 주신 모든 분께 감사드린다.”
협회 활동 경력은?
“군포에서 14년, 안양에서 6년 이렇게 전무이사만 20년을 했다.”
회장 재임시 우선적으로 하고 싶은 일이 있다면?
“양명고와 성결대는 유지되고 있지만 선수 수급이 안되서 엘리트 체육으로 초중등학교 테니스부가 없어질 판이다. 최우선적으로 엘리트체육 활성화를 위해 힘쓸 생각이다.
생활 체육 같은 경우는 우선 코트 확보가 가장 큰 문제다. 안양시가 다른 시에 비해서 동호인 숫자가 굉장히 많아서 코트가 많이 부족하다.
협회가 관리하는 구장이 다섯 군데 있다. 원래 고정클럽이 사용하다가 인터넷 예약제로 변동이 됐다. 현재 고정클럽 2주, 인터넷 예약 2주 이렇게 사용하고 있는데 형평성에 문제가 있다.
고정 클럽은 선배 후배들 여러 명이 모여서 같이 운동을 하는 것인데 인터넷 예약은 개인적으로 한두 명이 와서 친다. 코트는 부족한데 고정 클럽이 사용을 못하는 경우가 생기다 보니 문제가 많아서 고정 코트를 다시 한 번 복원하기 위해 앞장서려고 한다.
또 협회가 운영하는 구장이 라카나 조명 시설이나 이런 게 낙후돼서 그거를 최우선적으로 새롭게 꾸밀 수 있도록 노력하려고 하고 있다.”

고정 코트 복원을 선거 공약으로 내세우셨다. 어떻게 실현할 것인가?
“예전에는 고정 클럽이 있어서 동호인들이 고정 클럽에 들어가서 클럽 활동을 하는 것 위주였다. 이게 시민들이 인터넷 예약제를 하자고 민원을 넣다 보니까 처음에는 3주는 고정 클럽이 사용하고 한 주는 인터넷 예약제로 갔다가 계속 민원이 제기돼서 지금은 고정 클럽 2주, 인터넷 예약 2주로 사용하고 있다.
문제는 코트가 부족한데 고정 클럽은 40~50명이서 돌아가면서 운동을 하는데 인터넷 예약자들은 단식하듯이 두 명이 와서 코트를 차지하다 보니까 형평성에 문제가 많이 생긴다. 그런 문제가 있어서 최소한 고정 클럽이 3주 운동을 하게끔 해주고 한 주는 인터넷 예약제로 간다든지 그런 방향을 고민하고 있다.”
쉽지 않은 문제 같다. 민원이 발생할 수도 있고. 인터넷으로 예약하는 일반 시민들이 반대로 형평성 문제를 제기할 수도 있고…
“민원 때문에 그렇게 가기로 했는데 그렇게 진행을 하다 보니까 고정 클럽이 와해가 되기도 했다. 우리가 클럽 대항전을 하면 약 50개 팀이 나왔는데 이렇게 실행을 하다 보니까 절반도 안 나온다. 그러니까 조직력에도 문제가 많이 생겼다.”
협회 입장에서는 고정 클럽을 중요하게 생각하고 그쪽을 우선으로 정책을 추진할 수밖에 없을 것 같긴 한데 어쨌든 이게 이제 안양시 산하의 코트 아닌가?
“맞다.”
그러면 안양 시민의 입장도 고려를 안 할 수 없는 것 같다.
“그렇다. 그래서 여러 가지 방안을 생각 중이다. 우선 사용 추이를 분석하는 등 자료를 준비하고 있다. 그동안 사용 추세를 보면 새벽하고 오전, 평일 이런 때는 고정 클럽이 사용을 해도 아무 문제가 없다. 인터넷 예약률이 굉장히 저조하다. 1차적으로는 그런 쪽은 고정 클럽을 줄 수 있게끔 먼저 풀려고 한다.
저녁하고 주말이 문제다. 인터넷 예약자들이 퇴근한 후에 사용하는 문제를 조금 더 상의를 해봐야 될 것 같다.”
일반 시민을 설득하려면 근거를 가지고 설득을 해야지 그렇지 않으면 계속 민원이 발생할 문제인 것 같다.
“맞다. 지금 우선적으로 생각하는 건 최대한 코트장을 확보하는 거다. 새물공원에 테니스코트가 8면이 있다. 거기는 인터넷 예약제로 하고 있다. 코트를 확보해서 새롭게 확보되는 코트는 인터넷 예약제로 풀어서 인터넷으로 예약하려는 일반시민도 만족할 수 있게끔 하려고 한다.”

협회 업무가 선수 육성, 경기 운영 관련한 문제가 있을 것 같다. 또 어떤 게 있나?
“우리가 코트장을 직접 운영을 하다 보니까 코트 관리 문제가 있다.
또 유소년 대회를 활성화 시켜서 이제 그 아이들이 테니스에 취미를 붙이고 자립적으로 학교에 가서 선수 활동을 할 수 있게끔 하는 사업도 지금 하고 있다.”
일반인을 대상으로 한 교육이 있나?
“우리가 ‘테린이대회’라고, ‘테린이’ 이제 갓 테니스에 입문한 사람들, 실력이 얼마 안 되는 사람들을 위해서 봄 가을에 한 번씩 대회를 개최하고 있다.”
테니스를 언제부터 했나?
“초등학교 4학년 때부터 했다. 고등학교 때까지 선수 활동을 했다. 고등학교 졸업할 때 충남대학교에 특기자로 입학이 확정됐는데 그 해 교통사고를 크게 당했다. 그러는 바람에 대학 진학을 못하고 사회 활동을 하게 됐다.”
테니스를 얼마나 자주 하나?
“지금은 일주일에 두 번은 운동하고 있다. 나눔 클럽에서도 하고, 이쪽저쪽 동호인들이 불러주시면 가서 어울려서 한 게임씩 하고 있다.”
테니스의 장점이 뭔가?
“이거는 온몸 운동이라고 생각하면 된다. 달리기부터 온몸을 다 사용해 뛰어다닐 수 있는 장점이 있다. 그리고 머리싸움도 굉장히 많이 해야 된다. 그러다 보니까 이게 한 번 빠져들면 헤어나지를 못하는 운동이다.”

What is your association experience?
“I have been an executive director for 20 years, 14 years in Gunpo and 6 years in Anyang.”
What is the first thing you want to do during your term as president?
“Yangmyeong High School and Sungkyul University are still being maintained, but due to a lack of players, elementary and middle school tennis clubs are being discontinued as elite sports. I plan to prioritize the revitalization of elite sports.
In the case of recreational sports, securing courts is the biggest problem. Anyang City has a much larger number of amateurs compared to other cities, so there is a severe shortage of courts.
There are five courts managed by the association. Originally, they were used by fixed clubs, but they changed to an online reservation system. Currently, fixed clubs are used for two weeks and online reservations for two weeks, but there is a problem with fairness.

You made the restoration of fixed courts an election promise. How will you make it happen?

When citizens filed complaints to implement an online reservation system, at first, the fixed clubs used the clubs for three weeks and one week for online reservations. However, complaints continued to be filed, so now the fixed clubs use the clubs for two weeks and the internet reservations for two weeks.
The problem is that there are not enough courts, and the fixed clubs have 40-50 people who rotate through to exercise, but the internet reservations come in twos like fasting, so there are many problems with fairness. Because of that problem, we are considering a direction such as allowing the fixed clubs to exercise for three weeks and one week for online reservations.”

“We hold a competition once in the spring and fall called the ‘Terin Competition’ for those who are just starting out in tennis or those who are not very good at it.”
When did you start playing tennis?
“I started playing when I was in the 4th grade of elementary school. I played as a player until high school. When I graduated from high school, I was confirmed to be admitted to Chungnam National University as a special athlete, but I was involved in a serious traffic accident that year. Because of that, I couldn’t go to college and ended up doing social activities.”
How often do you play tennis?
“I play tennis twice a week now. I play at the sharing club, and when people from my club invite me, I go and play a game.”
What are the advantages of playing tennis?
“You can think of it as a full-body workout. It has the advantage of using your whole body to run and jump around. And you have to think a lot. So once you get into it, it’s a sport you can’t get out of.”
