올해 5기를 맞이한 ‘외국인주민 도정 모니터링단’은 외국인주민의 도정 참여 활성화와 의견수렴을 통한 외국인주민 지원정책 추진을 위해 전남도가 2019년부터 운영하고 있다.
지난 7월 전남도는 외국인 단원들의 역량을 강화하고 도정 참여를 높이기 위해 제5기 외국인주민 도정 모니터링단 30명을 신규로 위촉, 기존 반기에서 매 분기로 찾아가는 권역별 간담회를 진행 중이다.
간담회에선 외국인 모니터링단원이 참여해 간단한 점심 식사를 곁들인 토론 모임(브라운 백 미팅) 방식을 통해 자유로운 의견 개진과 현장의 애로사항을 자유롭게 논의했다.
특히 그동안의 간담회 검토 결과를 공유하고 외국인주민 지원 정책 및 개정사항 등을 청취, 서로 의견을 나누고 소통했다.
이날 외국인 주민들은 한국어교육과 관련해 도서산간지역 외국인에 대한 멘토·멘티 매칭이나 외국인근로자에 대한 다양한 프로그램 확대를 희망했고,숙련기능인력 배우자의 경우 현재 취업이 어려운데 취업이 허용되도록 중앙부처와의 지속적인 협의를 요청했다.
간담회에선 장흥의 전통차인 ‘청태전’을 알아보고 직접 우려 차를 마시는 등 남도 문화를 이해하는 체험도 이어졌다.
전남도는 외국인주민에게 종합 서비스를 하기 위해 2025년 1월 ‘전남 이민·외국인종합지원센터’를 개소하고 통합지원 콜센터를 운영할 예정이다.
센터는 전남에 거주하는 외국인주민이 겪는 노동, 법률, 의료, 금융 등 문제 해결을 위한 생활밀착형 통·번역 상담 지원과, 한국어 교육, 체류·정착 프로그램, 생활 정보 안내 등 다양한 서비스를 한다.
전남도는 외국인주민이 지역사회에 안정적으로 정착하고 활발히 소통하도록 다양한 지원정책과 프로그램도 확대할 계획이다.
유영민 전남도 이민정책과장은 “외국인주민이 계속 늘고 있다. 함께 더불어 살아가는 사회를 만들어야 한다”며 “외국인주민 도정모니터링단이 전남도와 외국인주민 간 연결고리로서 소통창구 역할을 다해주길 기대한다”고 말했다.

The ‘Foreign Resident Provincial Government Monitoring Group’, which is in its 5th term this year, has been operated by Jeollanam-do since 2019 to promote foreign resident support policies through active participation in provincial government and collecting opinions.
In July, Jeollanam-do newly appointed 30 members of the 5th Foreign Resident Provincial Government Monitoring Group to strengthen the capabilities of foreign members and increase their participation in provincial government, and is currently conducting regional meetings every quarter instead of the previous half-yearly.
