둘째로, ‘지적확정측량용역’의 발주방법을 변경하여 계약의 투명성 강화와 다수업체 참여를 유도할 계획이다. 지금까지 국가,지방공기업 대부분이 사업지구의 면적이나 용역금액 기준으로 입찰에 참여한 업체를 평가하여 순위별로 3개에서 5개업체에 용역물량을 나눠주는 방식이었으나, 공동도급 방식으로 변경하여 업체간 경쟁을 유도하여 용역수행자를 선정할 계획이다.
셋째로, 동일업체 계약편중을 개선하기 위하여 ‘수의계약 총량제’를 실시할 계획이다. 현재 1인 견적에 의한 수의계약은 동일업체로 연간 5회 이하로 제한하고 있으나, 연간 3회로 축소하여 특정업체로의 일감몰아주기를 방지하고, 수의계약 제도의 공정성 및 투명성을 강화할 계획이다. 단, 여성기업, 장애인기업 및 사회적기업 등 사회적 약자기업의 경우 횟수제한은 미적용 하여 사회적 가치를 반영하고 공공성도 강화할 예정이다.
