의회대강당에서 열린 선포식은 이천시 의원이 함께한 가운데 김재국 의회운영위원장이 이천시의회를 대표하여 성명서를 발표했다.
이천시는 지난 11월 26일부터 28일까지 전국 각지에 내린 눈폭탄의 피해로 시설하우스와 축사등 농업시설과 소살공시설등 피해액이 351억 원에 달하며 이로인해 이천시민의 많은 재산 피해와 함께 지역경제까지도 심각한 위기에 처했다고 전했다.
이에 따라 의회는 대책수립을 위한 세가지를 촉구했다.
