대구시에 따르면 ‘군위하늘도시’는 2030년 TK신공항 개항을 대비해 주거, 상업, 산업, 교육 및 의료기능 등 핵심 인프라를 갖춘 자족형 신도시로서 신공항 인근에 위치한다.
전체 면적 1,070만㎡에 계획인구 14만 명 규모로 제1,2첨단산단 등 주변 개발사업과 연계한 25만 군위시대를 견인할 핵심 도시로 조성될 예정이다.
전체 325만 평의 대규모 개발사업으로서 신공항 활성화 및 장래 수요를 감안해 총 2단계로 나누어 2045년까지 단계별로 개발될 계획이다.
1단계는 490만㎡ 약 2만 세대 규모이며, 효율적인 개발을 위해 2030년 공항 개항 시기에 맞춰 약 75만㎡(약 5천 세대)의 주거단지를 우선 조성하여 공항 종사자 및 개발에 따른 이주민의 주거 서비스 제공 등 초기 공항의 안정적인 운영을 지원할 예정이다.
이후 2034년까지 주거, 상업, 산업, 교육, 의료시설 등 우수한 정주환경을 조성해 신공항 활성화의 기반을 마련할 계획이다.
2단계 580만㎡는 향후 공항 활성화에 따른 개발수요 증가 등을 감안해 2045년까지 개발을 완료할 예정이다. 특히, 개발수요에 탄력적으로 대응할 수 있도록 택지개발을 공공뿐만 아니라 민간에서도 개발이 가능하도록 지구단위계획 수립 등 다양한 개발방식을 제시할 계획이다.
‘Central Hub of Air City’를 비전으로 설정한 군위하늘도시는 쾌적한 정주환경, 친환경 청정도시, 편리한 생활 인프라, 탄소중립 선도도시라는 4대 전략을 기반으로 미래형 스마트 도시로 개발돼 공항을 중심으로 구축되는 거대 공항경제권 중심에서 핵심적인 역할을 하는 도시로 성장할 것으로 기대된다.
주요 특화 계획으로는 대구테크노파크와 연계한 첨단산업기술단지 조성, 계명대 동산의료원이 주축이 되는 메디컬센터 건립, 항공산업에 특화된 항공고등학교 및 국제학교 유치, 창의적 융복합 공간 제공을 위한 화이트존(White Zone)＊조성이 포함돼 있다.
또한, 군위하늘도시는 대구경북신공항, 군위읍 시가지, 의성신도시, 군위첨단산업단지 등 주요 지역의 중심부에 위치해 다양한 기능을 효율적으로 연계할 수 있는 지리적 이점을 갖추고 있다.

2025년부터 1단계 사업 개발계획을 수립할 예정으로 기본계획에 따르면 1단계 사업비는 약 1.4조 원으로 추정되며, 사업성지수(PI)가 1 이상으로 나타나 재무적 타당성도 확보된 것으로 평가되고 있다. 개발은 공공주도 도시개발사업 방식으로 진행될 예정이며, 대구도시개발공사와 협력해 신속하게 추진할 계획이다.
군위하늘도시 경제적 파급효과를 분석한 결과에 따르면 생산유발효과 약 1조 7,400억 원, 부가가치유발효과 약 8,000억 원, 고용유발효과 약 12,700명 등이 있을 것으로 예상된다.
