대구시, 비점오염원 관리대책 본격 추진

대구시에 따르면 비가 오면 하수가 넘쳐 하천으로 흐르거나, 도로 등의 오염물질이 유입되는 등 몸살을 앓고 있고, 여기에 지구온난화, 기후변화까지 더해 하천은 녹조 등으로 수환경이 더욱 악화되고 있다.

이런 문제점 해결을 위해 대구시는 비점오염원 관리지역(225㎢)을 지정(2022.2월), 비점오염원 관리대책 시행계획을 수립해 2024년 12월 4일 환경부로부터 승인받아 본격적으로 사업에 추진한다.

시행계획의 구체적 내용은 2030년까지 총사업비 767억 원을 들여 군부대 이전 지역 2곳(캠프워커, 캠프조지), 신청사 이전 등에 LID사업(저영향개발, Low Impact Development) 등 각종 비점오염 저감 사업을 시행함으로써 하수처리장 하나를 운영하는 것과 같은 효과인 총인(T-P) 127㎏/일 삭감을 목표로 하는 방안을 담고 있다.

또한, 비점오염저감사업의 국비 지원이 50%에서 최대 75%까지 상향됨에 따라 어려운 시 재정에 상당한 효과를 줄 것으로 기대한다.

장재옥 대구광역시 맑은물하이웨이추진단장은 “이번 ‘비점오염원 관리대책 시행계획’ 승인으로 국비 최대 75% 확보가 가능하다”며, “미군부대 이전, 신청사 등 비점오염저감시설 사업을 통해 ‘깨끗한 물이 흐르는 물의 도시, 대구’ 조성뿐만 아니라 금호강, 낙동강 녹조예방과 수질개선이 클 것으로 기대한다”고 말했다.
