윤석열 대통령이 비상계엄 선포(12월3일)한 뒤 불과 6시간 만에 국회 요구로 스스로 해제하며 44년 만의 계엄 사태는 사실상 ‘한밤의 웃지 못 할 촌극’으로 막을 내렸다. 그러나 단순히 촌극으로 취급하기엔 그 후폭풍이 만만치 않을 것이다.
사실 계엄 선포 소식을 접했을 때 제일 먼저 드는 생각은 “미쳤나?”였다.
그렇지 않고서는 이렇게 허술한 계엄 선포를 할 이유가 없기 때문이다.
실제로 “아무래도 윤석열 대통령이 술 먹고 술주정하는 것 같다”라는 취지의 전화를 숱하게 받았다. 정말 할 말이 없었다.
물론 국가긴급권 중의 하나로, 대통령은 법률에 근거하여 계엄을 선포할 수 있는 권한이 있다. 하지만 국회가 재적 의원 과반수의 찬성으로 계엄의 해제를 요구한 때에 대통령은 이를 해제해야 한다.
지금 국회는 야당이 압도적이다. 여당 의석은 고작 108석에 불과하다. 계엄 선포 즉시 국회에서 계엄해제를 의결할 것은 불 보듯 뻔하다.
아니나 다를까.
전날 국회에는 계엄해제 결의안 의결 정족수를 훌쩍 뛰어넘는 190명이 모였고 참석 의원 전원 찬성으로 가결돼 4일 오전 1시 3분 윤 대통령의 계엄 선포는 150분 만에 사실상 해제됐다. ‘한밤의 촌극’으로 막을 내림 셈이다.
대체 윤 대통령은 무슨 의도로 이렇게 뻔한 결과가 예정된 계엄을 선포한 것일까?
그 이유가 정말 아리송하다.
어찌 되었든 윤 대통령은 이제 보수 진영의 정치지도자로 남아 있어선 안 된다는 생각이다.
보수는 기존의 사회 질서(체제)를 지키는 것을 이른다. 변화를 추가하더라도 기존의 사회 질서를 유지하는 수준에서 약간의 변화를 추구할 뿐이다. 그런 의미에서 윤 대통령은 보수 이념과 어울리지 않는 국정 운영 방식을 취해 왔다. 누구의 말처럼 보수의 ‘용병’에 불과하다는 게 이번 계엄 사태를 통해 드러났다. 따라서 대통령 스스로 국민의힘을 탈당해 여당에 부담이 되지 않도록 해야 한다. 그게 자신을 대통령 후보로 선출해준 당원들에 대한 도리다.
그리고 계엄은 국무회의에서 심의를 거쳐야 한다. 정말 심의를 거쳐서 결정된 것이라면 오판한 모든 국무위원은 자격이 없다. 따라서 내각이 총사퇴하고 대통령은 거국적인 중립 내각을 구성해야 한다.
더불어민주당 등 야당은 그런 거국내각 구성에 적극적으로 협조해야 한다.
만일 대통령 탄핵을 통해 조기에 대통령 선거를 치르겠다는 생각에서 거국 중립 내각 구성을 반대한다면 윤석열 대통령을 향한 국민의 분노가 민주당 등 야당을 향할 수도 있기 때문이다.
특히 온갖 범죄혐의로 재판 중인 이재명 대표의 방탄을 위한 대통령 탄핵 추진이라는 점에서 국민적 동의를 얻기 어려울 것이다.
아울러 정진석 비서실장을 비롯한 수석비서관 등 대통령실 주요 참모진들이 일괄 사의를 표명한 만큼 대통령실은 대대적인 인적 쇄신을 해야 한다. 용산 참모진들의 책임이 크다.
회전문식 돌려막기 인사는 이제 끝내야 한다. 그들의 무능이 대통령의 오판으로 이어진 만큼 주변에서 인재를 찾지 말고 폭넓게 인재를 등용해야 한다.
특히 허술한 계엄을 건의한 김용현 국방부 장관에 대해선 엄히 그 책임을 물어야 하며 오늘이라도 당장 해임을 하는 게 맞다.
150분 만에 끝날 계엄 선포로 국민은 놀랐고, 국가 신용도는 하락했다.
그에 대한 책임을 누군가는 져야 한다. 그러나 현실적으로 대통령에게 책임을 묻는 것은 탄핵밖에 없기에 반대다. 그로 인해 대한민국은 다시한번 큰 혼란에 빠질 것이기 때문이다.
그렇다고 해서 아무도 책임지지 않는 것은 국민이 용납하지 않을 것이다. 윤 대통령은 탈당으로, 김용현 장관은 즉각 해임으로, 내각은 총사퇴로 책임지는 모습을 보여야 한다. 그래야만 대통령 탄핵이라는 최악의 사태를 피할 수 있다. 한동훈 대표도 그런 선에서 마무리해야 한다. 이재명 더블어민주당 대표와 손잡고 탄핵까지 추진한다면 그건 ‘제2의 유승민’이 되겠다는 것으로 보수 유권자의 마음을 얻을 수 없다.
