지난 12월3일-4일 한 밤중에 윤석열 대통령이 비상계엄을 선포하고, 국회가 비상계엄 해제를 가결한 ‘계엄령 해프닝 사태’가 있었다.
비상계엄이 선포된 직후, 계엄사령부가 3일 발표한 포고령 제1호 2항-3항을 보면 “2. 자유민주주의 체제를 부정하거나, 전복을 기도하는 일체의 행위를 금하고, 가짜뉴스, 여론조작, 허위선동을 금한다. 3. 모든 언론과 출판은 계엄사의 통제를 받는다.”로 돼 있다.
모든 언론은 계엄사의 통제를 받도록 명시돼 있다.
그런 내용이, 계엄사의 뜻대로, 모든 언론이 계엄사의 통제를 받을 수 있을까? 현대는 그런 시대가 결코 아니다. 1인 미디어 성격의 유튜브나 sns(대인 관계망 서비스)를 통한 뉴스-정보의 소통이 원활하게 이루어져, 통제가 불가능한 시대이기 때문이다.
1980년 광주민주화 운동 당시 계엄군 시대와 판이하게 달라졌다. 계엄군이 언론 보도를 철통통제, 광주에서의 학살을 외부에서는 전혀 알지 못하게 장악했다.
지난 12월 3-4일 일어났던 ‘비상계엄 해프닝’ 때의 체험(體驗) 사례를 소개한다.
