12월4일 새벽 탱크가 서울 시내 한복판을 달리고, 무장 군인들이 국회에 난입했다. 45년 전 마지막 비상계엄이 선포됐던 1979년 10월 28일 비상계엄 전국 확대 조치 이후 처음 보는 낯선 광경에 국민은 당혹했다.
윤석열 정권이 늘 외쳐대는 '가짜뉴스'인가 했다. TV 화면에서 비장한 표정으로 계엄을 선포하는 윤석열 대통령의 모습은 AI 대통령이겠거니 했다. 그러나 계엄은 현실이었고, 외신들은 한국에서 벌어진 기괴한 6시간짜리 계엄 소동에 대해 온갖 추측성 보도를 쏟아냈다. 필자가 잘 아는 중국 기자들도 이 사태에 대한 궁금증을 물어왔다.
윌리엄 셰익스피어의 '한여름 밤의 꿈'이 생각나는 '한겨울 밤의 꿈'이었다. 온 국민이 경제 위기와 안보 불안으로 힘들어 하는 마당에 윤 대통령은 느닷없이 종북 좌파 척결을 이유로 국민들에게 탱크를 보냈다. 계엄의 요건도 충족하지 못한 결정이었고, 한동훈 국민의힘 대표도 모르는 결정이었다.
다행히 심야에 열린 국회에서 재석 190표, 찬성 190표로 계험 해제 요구안이 의결됐고, 윤석열 대통령은 계엄을 해제했다. 그러나 민주주의 모범국인 한국의 국격(國格)은 일순간에 나락으로 떨어졌고, 민주주의 선진국이라는 국민의 자부심은 큰 상처를 입었다. 한국 정치의 불안정성은 다시 세계에 알려졌고, 애써 일구어온 K-경제, K-문화에 대한 세계인의 존경심은 흔들리게 되었다. 계엄이 무엇인지 모르는 청년들은 이 모든 상황이 어리둥절할 뿐이다.
이제 한국 정치는 윤석열 정권의 대국민 선전포고에 대한 처리를 둘러싼 극한 갈등으로 상당한 어려움에 직면할 것이다. 국제사회에서 한국의 리더십은 약화될 것이다. 21세기 대명천지에 계엄령이 선포되는 불안한 나라에 대한 투자는 망설이게 될 것이다. 망치는 건 순간이지만 국제 사회의 신뢰를 회복하는 길은 멀고 험난할 것이다.
이제 믿을 데는 국민뿐이다. 무능한 정치를 유능한 국민이 바꾸어주기를 바랄 뿐이다. 대한민국은 위기에 강한 나라이다. 우리 국민은 부당한 권력에 굴하지 않는 국민이다. 그러기에 민족상잔의 폐허에서 우리는 산업화와 민주화를 이루어낸 위대한 역사를 만들어냈다. 한줌도 안되는 극우 세력의 음모와 준동을 이겨낼 역량은 충분하다. 부당한 권력에 저항하는 정신, 그것이야 말로 'K-정치 DNA'이다. 세계 10위 민주경제 선진국이 된 대한민국을 이제 국민이 나서 지켜내야 한다. 후대에 부끄럽지 않은 대한민국을 만들어야 한다.

Now, the only thing we can trust is the people. We can only hope that competent citizens will change incompetent politics. The Republic of Korea is a country that is strong in times of crisis. Our people are a people who do not yield to unjust power. That is why we created a great history of industrialization and democratization from the ruins of civil war. We have enough capacity to overcome the conspiracies and maneuvers of a handful of extreme right-wing forces. The spirit of resisting unjust power is the 'K-politics DNA'. The people must now come forward and protect the Republic of Korea, which has become the world's 10th largest democratic economy. We must create a Republic of Korea that will not be ashamed to future generations.
