윤석열 대통령이 4일 새벽 추가 대국민 담화를 발표하고 "국회 요구를 수용해 계엄령을 해제하겠다"고 밝혔다.
윤 대통령은 이날 새벽 4시 30분께 용산 대통령실에서 비상계엄 관련 후속 대국민 담화 생중계를 통해 이같이 밝혔다. 비상계엄 선포 6시간여 만이자 국회에서 비상계엄 해제 요구 결의안 가결 후 3시간 30분 만이다.
그러면서 "국가 본질적 기능을 마비시키고 자유 민주주의 헌정 질서를 붕괴시키려는 반국가세력에 맞서 결연한 구국 의지로 비상계엄을 선포했다"며 "그러나 조금 전 국회 계엄 해제 요구가 있어 계엄 사무에 투입된 군을 철수시켰다"고 밝혔다.
또 "국무회의를 거쳐 계엄을 해제할 것"이라며 "다만 국무회의를 소집했지만 아직 새벽인 관계로 의족 수가 성립되지 않았다. 오는대로 계엄을 해제할 것"이라고 말했다.
더불어 "그렇지만 거듭되는 탄핵·입법·예산농단으로 국가 기능을 마비시키는 무도한 행위는 즉각 중지해 줄 것을 국회에 요청한다"고 밝혔다.
윤 대통령 담화 직후 국무회의는 비상계엄 해제를 의결한 가운데 담화에 따라 합동참모본부는 계엄사령부를 해체하고 소속 병력을 소속 부대로 복귀시켰다.
