우리나라는 삶의 질 순위에서 OECD 38국 중 35위로 최하위권이다. 더욱 심각한 것은 65세 이상 노인 빈곤율이 38.1%로 OECD 최하위 수준이다. 경제적 불평등, 부의 양극화가 심각하다.

이에 민주당의 공약이자 서영교 의원(서울 중랑구갑)의 총선 공약인 ‘경로당 주5일 점심 제공’을 위한 「노인복지법」 개정안과 ‘노인 일자리 임금을 적정 수준으로 보장’하는 「노인일자리법」 개정안이 2일, 국회 본회의를 통과했다.
이로써 경로당은 국가 또는 지자체의 예산으로 부식비 지원을 받을 수 있게 되었고, 노인 일자리 활동비는 물가상승률 등을 반영해 적정 수준으로 인상할 수 있게 되었다.
서영교 의원은 “중랑구를 다니며 경로당에서 매일 점심 식사를 함께하시는 어른들을 보면 마음이 든든하다. 모든 경로당에서 어르신들의 식사를 챙길 수 있도록 ‘경로당 주5일 점심 제공’ 공약을 민주당 차원에서 함께 추진하게 되었다”며, “이번 노인복지법 개정안 통과로, 국가가 경로당 부식비를 지원할 수 있도록 만들었다. 어르신들이 건강하고 행복하게 생활할 수 있도록 계속해서 소통하고 뒷받침하겠다”며 공약 추진과 법안 통과의 취지를 설명했다.
노인일자리법 개정안: 물가상승률 등 고려해 일자리 활동비 적정 수준으로 인상

한편, 서영교 의원은 지난 총선 ‘경로당 주5일 점심 제공’과 ‘노인 일자리 확대’를 비롯해 촘촘하고 두터운 복지를 약속해 눈길을 끌었다.
서영교 의원은 “따뜻한 중랑구, 더 좋은 대한민국을 위한 약속들이 잘 지켜질 수 있도록 적극 추진 중이다”며, “보훈회관 리모델링을 위해 약 19억 예산을 확보하여 설계 단계에 있고, 많은 주민께서 좋아해 주시는 어르신 쉼터 추가 건립도 추진해나갈 예정이다”라고 말했다. hpf21@naver.com

Revision of Elderly Welfare Act: Establishing Grounds for Food Cost Support for Senior Citizen Center Meal Support
In terms of quality of life, Korea ranks 35th out of 38 OECD countries, the lowest. What’s more serious is that the poverty rate for senior citizens aged 65 or older is 38.1%, the lowest in the OECD. Economic inequality and wealth polarization are serious.
Accordingly, the revision of the “Elderly Welfare Act” to “provide lunch 5 days a week at senior citizen centers,” which is the Democratic Party’s pledge and Rep. Seo Young-kyo’s (Jungnang-gu Gap, Seoul) general election pledge, and the revision of the “Elderly Employment Act” to “guarantee wages for senior citizens’ jobs at an appropriate level,” passed the National Assembly plenary session on the 2nd.
With this, senior citizen centers can now receive food cost support from the national or local government budget, and the activity costs for senior citizens’ jobs can now be raised to an appropriate level by reflecting inflation rates, etc.
Rep. Seo Young-kyo said, “I feel reassured when I see the elderly who go around Jungnang-gu and eat lunch together every day at the senior center. We have decided to promote the ‘providing lunch five days a week at senior centers’ promise at the Democratic Party level so that all senior centers can take care of meals for the elderly,” and explained the purpose of promoting the promise and passing the bill, saying, “With the passage of this revision to the Elderly Welfare Act, we have made it possible for the state to support the cost of meals at senior centers. We will continue to communicate and support so that the elderly can live healthy and happy lives.”
Revision to the Elderly Jobs Act: Considering the inflation rate, etc., increase job activity fees to an appropriate level
Rep. Seo emphasized, “This revision to the Elderly Jobs Act is also intended to expand quality jobs for the elderly. We will create many good jobs so that more elderly people can work enthusiastically in the future.”
Meanwhile, Rep. Seo Young-kyo attracted attention by promising a thorough and thick welfare system, including ‘providing lunch five days a week at senior centers’ and ‘expanding jobs for the elderly’ during the last general election.
Assemblyman Seo Young-kyo said, “We are actively pushing forward so that the promises for a warm Jungnang-gu and a better Republic of Korea can be kept,” and “We have secured a budget of about 1.9 billion won for the remodeling of the Veterans’ Hall, and it is in the design stage.
