우리 속담 가운데 '선무당이 사람 잡는다'는 말이 있다. 어떤 사안에 대해 잘 알지 못하거나 능숙하지 못한 사람이 아는 척 나서다가 도리어 일을 망치는 경우를 비유적으로 뜻한다. 가령 정치 경험이 일천할 사람이 국정 최고 책임자가 된다면, 국가 전체가 위태로운 상황으로 내몰릴 수 있다.
무릇 정치의 본령은 국가가 부강하고 안전하며, 국민이 자유롭고 행복한 삶을 영위할 수 있도록 하는 것일테다. 그것이 정치가 굳건히 있어야 할 자리이며, 국정 방향성이 될 때 국가가 국가답게 된다. 이는 국민의 만족도 측면에서도 그에 비례하게 될 것임은 너무도 자명하다.

정치인 김두관, 그를 상징하는 것은 우직한 한결같음과 성실한 경륜이다. 마을 이장을 거쳐 군수를 역임한 이력은 오히려 탄탄한 정치적 자양이다. 이후 행정자치부 장관과 광역단체장, 국회의원으로 헌신하며 중앙정계와 지방행정을 공히 꿰뚫고 있다. 그 과정에서 한국사회를 퇴행적으로 지배하고 있는 지역주의 망령과 정면으로 맞서 승리를 쟁취한 인물로 평가되기도 한다.
그는 보수당 텃밭으로 불리는 PK 지역에서 민선 초대 남해군수를 비롯해 경남지사, 국회의원에 당선된 바 있다. 강고한 지역주의 벽에 막혀 여러번의 도전과 좌절 가운데서 일군 빛나는 결실이었다. 그에게 '리틀 노무현'이란 애칭이 붙게 된 것도 결코 우연이 아닌 셈이다.
지역주의 타파를 위한 그의 소신과 철학을 인정받아 노무현 정부에서 초대 행자부 장관에 발탁되기도 했다. 당시 김 장관 주도의 지방분권특별법, 국가균형발전특별법, 신행정수도특별법 국회 통과는 지방분권과 국가균형발전을 위한 쾌거이자 초석이었다.
흙수저 출신인 그가 참여정부 행자부 장관일 때 받은 핍박은 한국정치의 비루한 일면을 고스란히 보여준다. 당시 야권은 그를 '이장 출신 장관' 또는 '군수 출신 장관' 운운하며 모욕하기도 했다. 그들의 시샘은 결국 김 장관 '해임건의 의결'로 이어지고 말았다.
그런 역경에도 불구하고 그는 현재 부산·경남을 대표하는 가장 유력한 정치인으로 자리매김되어 있다. 문재인 전 대통령은 그를 일컬어 "노무현 대통령을 잇는 정치 지도자가 될 것"이라고 치켜세운 바 있다. 노 전 대통령의 가치와 정신을 가장 많이 공유하고 있는 정치 지도자로 평가한다.
문재인 전 대통령은 이어 "김두관 군수는 부산의 민주화운동과 시민운동가들에게 희망을 안겨준 신화적 존재였다"며 "동지의 길을 걷는 사람들에게 할 수 있다는 희망을 주고, 어떻게 하면 그 희망을 이룰 수 있는지 길을 보여주었기 때문이었다"고 확언했다.
이해찬 전 총리도 "김두관 의원은 풀뿌리 민주주의라는 독자적 영역에서 이미 1995년 무소속으로 남해군수에 당선되는 쾌거를 거두었다"며 "김두관 의원의 광역단체장 석권은 최초의 '지역정권 교체'라고 할 만한 사건이었다"고 역설했다.
그러면서 "승산이 크지 않은 도전을 흔쾌히 감당할 정치인은 많지 않다"면서 "그는 11번 도전해 6번을 낙선했는데, 그중 9번을 험지인 영남에서 도전했다"고 밝혔다. 또한 "대승적 명분을 위해 두드리고 또 두드려 지역주의 벽에 큰 균열을 낼 수 있었다"고 회고했다.
이어 "그는 정치인 진입 과정부터 누군가에게 '스카웃'된 사람이 아니고, 사람들과 함께 아래로부터 만들어져 온 정치인이다"며 "무릇 정치인의 소명이 무엇을 향해 있어야 하는지, 가장 가까운 거리의 정치인에게서 다시 한 번 일깨워지는 계기가 되길 바란다"고 피력했다.
박영선 전 장관도 김두관 의원에 대해 "꽃길은 없었지만, 맺은 열매로 말하는 정치인"이라고 높였다. 또한 "품이 넉넉하신 분이고, 평생을 오뚜기 같이 도전해 온 생애를 보면 자극이 되기도 하고, 큰 위로가 되기도 한다"며 "누구보다 많은 도전과 응전의 기록을 가진 분이기 때문이다"고 술회했다.
아울러 "김두관 의원님은 그 힘겨운 시간들로 인해 피폐해지거나 좌절하지 않고, 오히려 주변을 챙기고 살펴가며 뚜벅뚜벅 길을 만들어왔다"며 "그렇기 때문에 정치의 길을 가는 후배들에게 존재 자체로 많은 위로와 가르침을 준다"는 말로 따뜻한 시선을 전한다.
또한 "특유의 부드럽고 온화한 성품도 큰 장점이다"며 "싸우기 좋아하는 정치인은 인기를 얻고 언론의 주목을 받지만, 정작 여야 관계에서 성과물을 만들어내기 어려운 장애가 되기도 한다"고 짚는다. 하지만 "김 의원님은 이런 부분에서 정치의 본령이라고 할 수 있는 대화와 타협의 마음이 체화된 정치인"이라고 강조한다.
최열 환경재단 이사장도 "김 의원은 진정한 의미에서 아래로부터 지방자치에 투신한 인물이라고 볼 수 있다"며 "사람들은 그를 장관과 도지사를 지낸 정치인으로 기억할지 몰라도, 그는 일평생 기득권과 싸워온 정치인으로 기억한다"고 설파했다.
특히 "보수색이 강한 영남 선거에 여러번 떨어져 어려운 길을 걸으면서도 인간적으로 바르고, 여유를 잃지 않았던 모습을 기억한다"며 "마침내 경남도지사에 당선되었을 때 받은 신선한 충격은 아직도 잊지 못한다"는 말로 당시의 감동을 전했다.

무엇보다 "그가 우리나라 정치 역사의 한 페이지에 쓰여 지기 충분하다고 생각한다"며 "무릇 정치를 시작하려는 분들은 그런 큰 비전에 자신을 투신할 줄 알아야 한다"고 주문했다. 그러면서 "그가 추구한 지방분권과 균형발전을 위한 정치적 비전이 다시 새롭게 되길 기대 한다"며 김 의원에 대한 기대를 드러냈다.
모름지기 정치는 소명의식에 대한 실천적 응답일 것이다. 자신을 바쳐 국가를 부강시키고, 국민 행복을 증진하는 데 방점이 찍힌다. 이는 궁극적으로 사회·경제적 약자의 권익 향상과도 괘를 함께 한다. 갈등을 줄이지 않고서는 무망한 일인 까닭이다. 그런 점에서 김두관 의원은 부산·경남이 길러낸 정치적 거목이다. 그는 '야당(野黨) 대통령 후보 대안 인물'이다. 검증된 정치인ᄋᅠᆫ다. 그에 대해 거는 기대가 남다를 수밖에 없다.

'Opposition Party Presidential Candidate Alternative Figure' Kim Du-kwan 'Verified Politician'

There is a Korean proverb that says, 'A shaman catches people.' It metaphorically refers to a case where a person who is not well-informed or skilled in an issue pretends to know something and ends up ruining the situation. For example, if a person with no political experience becomes the head of state, the entire country could be put in a dangerous situation.
The essence of politics is to make the country prosperous and safe, and to enable the people to live free and happy lives. That is where politics should be firmly established, and when it becomes the direction of state affairs, the country becomes a country. It is self-evident that this will be proportional to the satisfaction of the people.
Politician Kim Du-kwan, what symbolizes him is honest consistency and sincere experience. His history as a village head and county governor is rather solid political nourishment. Since then, he has devoted himself to serving as the Minister of Government Administration and Home Affairs, the head of a metropolitan government, and a member of the National Assembly, and has penetrated both central politics and local administration. In the process, he is also evaluated as a person who has confronted the illusion of regionalism that has been regressively dominating Korean society and achieved victory.
He was elected as the first elected mayor of Namhae County, the governor of Gyeongnam Province, and a member of the National Assembly in the PK region, which is known as the conservative party's stronghold. It was a shining fruit of many challenges and frustrations due to the strong wall of regionalism. It is no coincidence that he was given the nickname 'Little Roh Moo-hyun'.
In recognition of his convictions and philosophy for overcoming regionalism, he was selected as the first Minister of Government Administration and Home Affairs in the Roh Moo-hyun government. At that time, the passage of the Special Act on Local Decentralization, the Special Act on Balanced National Development, and the Special Act on New Administrative Capital led by Minister Kim was a great feat and a cornerstone for local decentralization and balanced national development.
The persecution he received when he was the Minister of Public Administration and Security under the Participatory Government, who came from a poor family, clearly shows the sordid side of Korean politics. At the time, the opposition party insulted him by calling him a “minister from a village headman” or a “minister from a county headman.” Their jealousy eventually led to the “removal of Minister Kim.”
Despite such adversity, he is currently established as the most powerful politician representing Busan and Gyeongnam. Former President Moon Jae-in praised him, saying, “He will be a political leader who will succeed President Roh Moo-hyun.” He is evaluated as the political leader who shares the values and spirit of former President Roh the most.
Former President Moon continued, “Governor Kim Doo-kwan was a mythical figure who gave hope to the democratization movement and civic activists in Busan,” and “It was because he gave hope to those who walked the path of comrades and showed them how to achieve that hope.”
Former Prime Minister Lee Hae-chan also emphasized, “Assemblyman Kim Du-kwan achieved the feat of being elected as the mayor of Namhae County as an independent candidate in the independent field of grassroots democracy in 1995,” and “Assemblyman Kim Du-kwan’s victory in the metropolitan government was the first ‘regional regime change.’”
He added, “There are not many politicians who willingly take on challenges with low odds of winning,” and “He challenged 11 times and lost 6 times, 9 of which were in the difficult Yeongnam region.” He also recalled, “He knocked and knocked again for a greater cause, and was able to create a big crack in the wall of regionalism.”
He continued, “He was not someone who was ‘scouted’ by someone from the beginning of his political career, but a politician who was created from the bottom up with the people,” and expressed, “I hope this will be an opportunity to once again remind us of what the calling of a politician should be from the politicians closest to us.”
Former Minister Park Young-sun also praised Rep. Kim, saying, “He may not have had a smooth path, but he is a politician who speaks through the fruits he has borne.” She also said, “He is a generous person, and seeing his life of taking on challenges like a grasshopper throughout his life is both stimulating and comforting,” and added, “He has a record of more challenges and responses than anyone else.”
She also said, “Rep. Kim did not become exhausted or frustrated due to those difficult times, but rather took care of and looked after those around him and steadily made his way forward,” and added, “That is why he provides much comfort and teaching to juniors who are on the path of politics just by his very existence.”
She also said, “His uniquely gentle and gentle personality is also a great advantage,” and pointed out, “Politicians who like to fight gain popularity and receive media attention, but it can also be an obstacle to producing results in the ruling and opposition party relationship.” However, she emphasized, “Rep. Kim is a politician who embodies the spirit of dialogue and compromise, which can be called the essence of politics in this regard.”
Choi Yeol, the chairman of the Environment Foundation, also said, “Rep. Kim can be seen as someone who truly devoted himself to local autonomy from the bottom up,” and added, “People may remember him as a politician who served as a minister and governor, but he is remembered as a politician who fought against vested interests his entire life.”
In particular, he said, “I remember him as a humane and upright person who never lost his composure even though he lost several elections in the conservative Yeongnam region and went through a difficult path,” and conveyed his emotions at the time by saying, “I still can’t forget the refreshing shock I received when he was finally elected as the governor of Gyeongnam Province.”
Above all, he said, “I think he deserves to be written on a page of our country’s political history,” and urged, “Anyone who wants to enter politics should know how to devote themselves to such a grand vision.” He also expressed his expectations for Rep. Kim, saying, “I hope that the political vision for local autonomy and balanced development that he pursued will be renewed.”
Politics must be a practical response to a sense of calling. The emphasis is on devoting oneself to enriching the country and promoting the happiness of the people. This ultimately goes hand in hand with improving the rights of the socially and economically disadvantaged. This is because it is a futile effort without reducing conflict. In that sense, Rep. Kim Du-kwan is a political giant raised by Busan and Gyeongnam. He is an 'opposition party presidential candidate alternative'. He is a proven politician. Expectations for him are bound to be high.
