브레이크뉴스 임국정 기자 = 우원식 국회의장이 국회의 2025년도 예산안 처리 법정시한인 2일, 이날 열리는 본회의에 예산안을 상정하지 않기로 하자, 박찬대 더불어민주당 원내대표가 "민주당은 기한 내에 정부예산안을 심사하기 위해서 최선을 다했다"라며 정부여당에 화살을 돌렸다.
박 원내대표는 이날 오후 국회에서 열린 당 의원총회에 참석해 "우 의장께서 오늘 예산안을 상정하지 않겠다고 밝혔다. 기한을 꼭 지키고자 했던 민주당 원내대표로서 유감의 뜻을 밝힌다"라며 이같이 말했다.
그는 "정부와 국민의힘이 민생 예산 증액엔 관심이 없고 특활비 사수에만 관심을 쏟고 있는데 협상 기한을 더 준들 뭐가 달라질까 의문이지만, 그래도 마지막까지 민생 예산, 미래를 준비하는 예산, 그리고 정책 예산을 관철하기 위해 정해진 기한 내까지 최선의 노력을 다하겠다"라고 덧붙였다.
박 원내대표는 이번 예산안과 관련해 "국회가 감액 권한만 있고 증액 권한이 없는 상황에서, 비정상으로 운영되고 있는 나라살림을 정상으로 돌리기 위해 국회가 가진 권한으로 내린 특단의 조치"라고 주장했다.
그는 "불요불급한 예산은 삭감하되, 민생 회복과 미래를 위해 꼭 필요한 예산은 증액하기 위해 노력했다"라며 "민주당의 노력에도 불구하고 여당과의 합의 불발로, 그리고 기재부의 반대로 내년 예산에서 총수입 3000억, 총지출 4조 1000억 원을 감액하게 됐다"라고 설명했다.
그러면서 "정부와 여당이 감액 예산안에 반대하고 있는데, 한마디로 적반하장"이라고 비판했다. 박 원내대표는 "애초 정부가 제출한 내년도 예산안은 초부자 감세를 위한 예산이자 민생과 경제, 미래 대비에는 관심이 없는 '민생 포기, 미래 포기' 예산이었다"라며 "우리가 감액한 예산은 대통령 비서실과 검찰 등 권력기관 특활비 전액과, 과도하게 편성된 예비비 2조 4000억 원"이라고 주장했다.
반면, 국민의힘은 오히려 반대로 민주당이 민생 예산을 삭감했다는 입장이다.
앞서 한동훈 국민의힘 대표는 이날 오전 국회에서 열린 당 최고위원회의에서 "(민주당은) 국회의 특활비는 그대로 살려놓고, 밤길 편하게 국민들 다니게 하는 경찰의 치안 유지를 위한 특활비는 0으로 만들었다"라며 "민주당의 시각은 국민들과 너무 동떨어져 있는데 그치지 않고, 국민들을 볼모로 인질극을 하겠다는 것에 지나지 않는다"라고 지적했다.
