오늘 국회 본회의에서 정부 예산안에서 4조 1천억 원을 순삭감한 상태로 내년도 예산을 의결할지 관심이다. 이와 관련 몇가지 억지 논리가 횡행하면서 토론의 수준을 떨어뜨리고 있다.
첫째, 우리쪽 예산만 삭감했다는 매일경제의 만평은 완전한 억지다. 우리쪽 외에 다른쪽이 있나? 예산은 정부안 뿐이고 그것을 국회가 삭감하는 것은 국회의 헌법상 역할이다.
둘째, 증액 논의 없이 삭감했다는 것을 문제삼는 것도 억지다. 원래 국회는 정부 예산안을 삭감할 수 있지만 증액은 못하도록 되어 있다. 그동안 삭감을 빌미로 정부에 증액을 요구하는 관행이 있었는데 그것을 하지 않았다고 비판하는 것은 매우 우스꽝스러운 일이다.
셋째, 정부 예산안 편성 후에 발생한 상황 변화로 일부 증액이나 증감 사유가 있을 수 있겠지만 이것은 새해들어 추경으로 해결하는 것이 충분히 가능하다. 추경으로 할 수 없는 사유라면 정부가 예산 편성을 잘못한 것이다.

그동안 법률안이나 인사청문회 등에서 정부가 국회의 논의를 거듭 무시했는데 예산안은 법률이 아니어서 대통령의 거부권이 불가능하다. 그래서 발등에 불이 떨어진 것이다. 정부와 여당이 놓치지 말아야 할 사실이 있다. 삼권분립의 우리 헌정체제에서 행정부는 대통령이 장악하고 있지만 입법부는 민주당이 장악하고 있다는 사실이다. 대통령과 행정부가 이 사실을 망각하면 앞으로도 계속 힘들어질 수밖에 없다. heungyong57@hanmail.net
