브레이크뉴스 임국정 기자 = 한동훈 국민의힘 대표가 2일 더불어민주당 의원들이 주축이 돼 추진하고 있는 정당법 개정안과 관련해 "민주당이 (지난) 9월 6일 슬며시 낸 이 법안은 '민주당 전당대회 돈 봉투 살포 사건'을 모두 없던 것으로 하자는 내용의 법안"이라고 주장했다.
한 대표는 이날 국회에서 열린 당 최고위원회의에 참석해 "지금 민주당이 정당법 개정을 추진하고 있다. 정당법 공소시효를 6개월로 줄이고, 개정이 되면 과거의 일에도 소급해 적용하게 하겠다는 얘기"라며 이같이 밝혔다.
그는 "이 법이 통과되면 민주당 전당대회 돈 봉투 살포 사건 여기에 대해 모두 '시효 완성'으로 면소 판결이 내려지게 된다"라며 "유죄·실형 판결이 선고되고, 민주당 의원들이 출석을 거부하고 있는 바로 그 사건"이라고 지적했다.
그러면서 "(공직)선거법처럼 (공소시효) 6개월 하자. 정당법에 대해서도 그런 걸 내세우고, 과거의 범죄 행위에도 이걸 모두 적용하자 이런 부칙을 둔 것"이라고 강조했다.
한 대표는 민주당을 향해 "이재명 대표가 징역형을 받은 (선거법상) 허위사실공표죄를 아예 없애버리겠다고 했던 것, 당선무효형의 기준을 벌금 100만 원에서 1000만 원으로 올리겠다고 했던 것, 그리고 범죄자가 검사를 취사선택할 수 있게 하고 공범에게 유죄 판결을 내린 판사를 기피할 수 있게 법을 뜯어고치겠다고 한다"라며 "이런 일이 대낮에 벌어지고 있고, 그리고 국민들 모르게 벌어지고 있는 것에 대해 대단히 개탄스럽게 생각한다"라고 말했다.
앞서 김교흥 민주당 의원은 지난 9월 6일 정당법에 규정된 죄의 공소시효를 6개월로 하는 내용을 신설하고, 이를 이전에 발생한 범죄에도 소급 적용하는 내용을 핵심으로 하는 정당법 일부개정안을 대표 발의했다.
김 의원 등 국회의원 15인이 발의자 명단에 이름을 올렸다. 이 중 민주당 소속은 김교흥·강준현·강훈식·박선원·서영교·소병훈·신정훈·유동수·윤건영·이언주·이해식·이훈기·조승래·한병도 의원 등 모두 14명이다. 나머지 한 명은 국민의힘 소속 박성민 의원(울산 중구·재선)이다.
