미국 대통령 당선인 도널드 트럼프가 수석 국가안보 부보좌관에 알렉스 웡 전 국무부 대북특별부대표를 임명할 것이라고 발표했다. 알렉스 웡 내정자는 트럼프 1기 행정부 시절 국무부 소속 북한 담당 부차관보와 동아시아태평양 담당 부차관보를 역임하며 트럼프-김정은 사이의 북미 정상회담 핵심 실무를 총괄했던 인물이다.
트럼프 당선인은 "그는 북한 지도자 김정은과 나의 정상회담 협상을 도왔다"며 "국무부의 자유롭고 개방된 인도태평양 전략 시행 노력을 이끌었다"고 소개했다. 이는 트럼프 당선인이 김정은 위원장과의 대화 의지를 우회적으로 표현한 것으로, 북한과 정상외교 재개 및 관계 개선을 시도할 가능성이 높은 것으로 관측된다.
하지만 북한 김정은 위원장은 최근 행해진 연설에서 "우리는 이미 미국과 함께 협상주로의 갈 수 있는 곳까지 다 가보았다"며 "결과에 확신한 것은 초대국의 공존의지가 아니라 철저한 힘의 입장과 언제 가도 변할 수 없는 침략적이며 적대적인 대조선 정책이었다"고 밝히며 북미 협상 재개 관측에 선을 그었다.
그와 함께 "우리 당과 정부는 그 어떤 경우에도 자기 국가의 안전권이 침해당하는 상황을 절대로 방관하지 않을 것이다"며 "우리 손으로 군사적 균형의 추를 내리우는 일은 영원히 없을 것임을 다시금 분명히 한다"고 피력했다. 즉, 비핵화를 전제로 한 북미 협상 재추진에 응하지 않겠다는 뜻으로 북한의 핵무장 당위성을 천명한 셈이다.
이로써 북한이 지닌 현재적 인식을 미루어 알 수 있게 된다. 자신들이 핵무기를 폐기하는 순간, 미국의 침략을 받을 수 있다는 두려움이 그것이다. 미국의 끊임없는 군사적 위협과 경제 및 외교적 고립이 도리어 북한을 핵보유국으로 이끌게 된 결과다. 심지어 미국 본토를 겨냥한 '대륙간 탄도 미사일'과 잠수함에서 발사되는 SLBM까지 개발한 상태다.
이런 상황에서 북한 비핵화를 협상 테이블에 올리려는 것은 현실적으로 무망하다. 북핵을 있는 그대로 인정하고, 북미 수교에 나서는 것이 해법이 될 수 있다. 다만 핵확산 금지는 어떠한 경우에도 지켜질 수 있도록 방점을 둘 필요가 있다. 그것이 미국 안보를 위해서도 유익한 방향성이 되리라 여긴다. 트럼프 당선인이 새겨야 할 덕목이다.
