윤석열 대통령 5년 임기의 반환점(2024년 11월10일)이 지났다. 이제부터서는 차기 대통령 선거에 출마할 예비 후보들이 서서히 움직이기 시작할 때이다.
필자는 주요 주요한 대통령 선거 이전에 정치 시나리오 작가로 활약했었다. 1997년 12.19 대통령 선거에서 김대중 전 대통령 측에 정치 시나리오를 제공했었다. 지난 대선에서도 시나리오성 책을 발간한 바 있다.
지난 대통령 선거 직전에 이와 관련된 저서를 출간한 바 있다. 2021년 10월20일 발행된 “경상도 정치 인해전술(대양 미디어 간)”이라는 제목의 저서에서 선거의 결과를 예단한 바 있다. 이 책에서 “세상이 뒤집어졌다. 겨울을 지나 따뜻한 봄이 되면 저수지 속의 물은 뒤집어진다. 찬물이 한꺼번에 위로 올라오기 때문에 확 뒤집어진다. 경상도 정치 인해전술 시대는 끝났다. 이후 경상도-전라도가 융합하게 된다면, 대한민국의 비상(飛上)이 예견된다. 동북아시아의 최강 선진국가로 도약할 수 있다는 게 필자의 예단이다.(경상도 정치 인해전술, 대양미디어간, 9-10쪽.)“고 쓴 바 있다. 필자의 예측대로, 2022년 3월9일에 치러졌던 대통령 선거에서는 경상도 출신 유력 후보가 낙선됐다. 정치 시나리오 작가로서 예단한 게 적중(的中) 한 셈이다.
한국의 차기 대통령 선거일은 2027년 3월3일이다. 정치를 예단해온 정치 시나리오 작가라는 자세로, 차기 대통령 선거의 가지 7가지 방향을 제시해 보려한다.
1. 중도(中道) 후보에게 기회가 올 것
최진 박사(대통령리더십연구원 원장)는 지난 3월 8일 국회 의원회관 제1세미나실에서 “22대 총선과 중도혁명(中道革命)”이란 주제로 토론회를 가졌다. 최진 원장은 이 자리에서 “중도시대가 왔다. 보통 중도시대가 아니라 ‘강력한 중도시대’이자 ‘중도 전성시대’가 왔다.”면서 “이제 중도는 대한민국 전반에 걸쳐 가장 강력하고도 가장 무서운 ‘파워 세력’으로 급부상하고 있다”고 진단했다. 최 박사의 말처럼, 차기 대통령 선거는 중도 후보에게 기회가 부여될 수 있다고 본다. 우(右)도 싫고, 좌(左)도 싫다는 게, 그동안 한국 정치의 현상이 됐다. 이런 사회적인 현상 때문에, 차기 대선에서는 이념 색깔이 중도적인, 중도 대통령 후보가 큰 지지를 얻을 수 있다.
2. 수도권에서 인기 있는 정치인 선택!
한국의 인구 수 면에서 볼 때, 이제는 경상도나 전라도가 득세하는 시대는 지났다. 수도권(서울+경기)에 인구가 밀집, 경상도-전라도 출신보다는 인기 있는 수도권 출신의 정치가가 차기 대통령 후보로 부상할 수 있다. 수도권을 장악(掌握)하는 후보가 차기 대권을 먹을 수 있다는 말이다.
3. 40-50대의 젊은 정치 지도자 부상!
미국의 존. F 케네디 전 대통령(1961-1963재임)은 43세에 대통령이 됐다. 연령적으로, 그야말로 젊은 대통령이었다. 한국에도 미국의 케네디 대통령 당선처럼, 40-50대(노령시대 감안)의 젊은 대통령 후보가 등장할 시대가 도래(到來)했다. 그러한 사회적인 여건이 성숙돼 있다. 현대는 디지털 시대-인공지능 시대이다. 이러한 새로운 문명 시대가 도래, 미래로 힘차게 나아갈 수 있는 젊은 정치 지도력을 갖춘 젊은 정치인의 출현이 예견된다.
4. 경제전문가 출신의 대통령 후보가 부상
1950-1953년 민족 내전을 치른 한국은 경제력 면에서 불처럼 일어난 국가이다. 세계 10대 경제 대국에 진입했다. 이런 급 전환기적 현실, 경제가 더 성장하느냐, 퇴보하느냐의 갈림길이다. 국가가 더 성장해서 부강한 국가 되기 위해서는, 국민들(유권자들)이 경제 전문가를 원할 수 있다. 그러하니 경제전문가 출신의 대통령 후보가 부상할 수 있다.
5. 동아시아를 호령할 힘 있는 정치 지도자의 출현
한국은 동북아시아에서 가장 민주주의가 발달한 국가이다. 박정희-전두환 국사독재를 물리치고 민주주의 국가를 만들어냈다. 그런 점에서 한국은 동북아시아의 민주주의 선전 국가인 것이다. 다음 대통령 선거에서, 이런 장점을 선양-발전시킬 힘이 있는 정치 지도자의 출현이 예상된다. 그런 정치적인 소양을 갖춘 정치인이 차기 대권(大權)을 차지할 수 있다.
6. 대륙(大陸) 한국시대를 열 웅대한 지도자
남한은 그동안 섬 같은 국가였다. 38선을 사이에 두고 남북이 분단된 연고로 남한은 섬처럼 고립됐었다. 이런 지정학적인 고립을 벗어나는 길은, 남북한 간의 화해-협력이 필수적이다. 한국은 남북이 협력할 수 있는 획기적인 정치구도를 만들어낼 새로운 인물을 필요로 하는 국가이다. 대륙시대를 여는 정치지도자가 갈망(渴望) 된다. 이를 위해서는 중국-러시아 국가 등과 긴밀하게 소통할 수 있는 통 큰 정치인이 기다려진다. 대륙(大陸) 한국시대를 열 웅대(雄大)한 정치 지도자가 나타날 수 있다.
7. 새 문명을 향도(嚮導)할, 정치 인재의 출현
이후의 시대는 디지털 문명-인공지능(AI) 문명시대이다. 이 문명시대의 특징은 한 번도 가 보지 않은 신(新) 문명지대이다. 새 문명의 향도자(嚮導者)가 나타날 때이다. 신진 인물들을 과감하게 스카우트 하고, 새로운 문명을 이끌 신선한 인재를 과감하게 성장시키는 정치지도자의 출연이 요구된다. 새 문명으로 무장된 정치인이 차기 대통령 선거에서 유권자를 거머쥘 수 있을 것이다.

4. The rise of presidential candidates with economic expertise

Politicians armed with the new civilization will be able to win over voters in the next presidential election.
