인도에 살면서 숙명적으로 듣는 말이 있다. 남한 출신이냐? 북한 출신이냐? 대부분의 인도 사람은 내가 남한 출신이라는 점에 엄지 척을 한다. 그럼에도 북한 김정은을 알면서도 대한민국 대통령 이름은 잘 모르는 느낌이다. 씁쓸하지만 인도의 독립 이후 역사를 보면 이해는 간다.
인도에 있어 안보상 최대 위협 국가는 파키스탄이다. 그 파키스탄과 북한이 위험한 거래를 일삼기 때문이다. 파키스탄은 북한에 핵 개발 기술을 주고, 북한은 파키스탄에게 미사일 개발을 전수했다. 종종 인도 사람에게 김정은이 어떤 사람이냐고 질문한다. 그들 모두는 ‘위험한 사람’(Dangerous Person)이라고 칭한다. 우리에게 익숙한 ‘독재자’와 같은 용어는 잘 안 쓴다. 인도 사람 시각에서 김정은은 자신들의 안보에 위험한 사람이라는 얘기일 것이다.
최근 인도 언론에 흥미로운 기사가 게재됐다. 파이낸셜 타임즈 ‘Gideon Rachman’ 기자의 보도를 인용한 것인데, “러시아에 파견된 북한군 병사들이 포르노에 중독되어 있다”는 것이다. 북한은 알려진 대로 인터넷 접속이 매우 제한됐다. 반면 러시아는 거의 무제한이다. 이러한 내용을 기반으로 북한군이 전쟁 보다는 포르노에 훨씬 흥미를 갖고 있다는 보도이다.
이에 대해 미국 국방부는 확인할 수 없다고 해명했으나, 인도 언론은 흥미롭게 이를 다룬다. 일부 매체는 북한(김정은)을 조롱하기까지 한다. “북한은 포르노 때문에 전쟁에 실패할 것이다”
나는 한국과 인도가 근현대사에 있어 역사적 동질감이 매우 강하다고 생각한다. 우선 독립 기념일이 8월 15일로 같은 날이다. 인도 학생들에게 이 사실을 반드시 가르친다. 학생은 물론 오피니언 리더들도 매우 신기하다면서 금방 친해지고 가까워지는 소재가 된다.
그러나 우연의 일치이치 독립 과정은 상반된다. 우리는 2차 대전 패전국인 일본이 1945년 패망하자 바로 독립하였다. 인도는 2차대전 승전국인 영국으로부터 1947년 뒤늦게 독립한다. 영국이 인도를 통치할 능력을 상실함에 따른 갑작스러운 독립이다.
양국은 독립 이후에 비슷한 길을 걸어왔다. 무슨 뚱딴지같은 얘기라고 할 지 모르겠지만 일리가 있다. 우리 일반 국민은 잘 모를 수 있다. 몇 년 전 영화 ‘국제시장’이 인도 사람의 심금을 울리는 흥행을 기록했다고 한다. 그 배경이 뭘까?
1945년 우리는 독립하면서 바로 분단의 아픔을 겪는다. 전 세계가 이념으로 나뉘면서 맞이한 역사적 아픔이 한반도를 휘감았다. 그 이후 남북은 전쟁까지 했다. 수많은 사람이 희생되고, 또 갈라지는 민족의 비극을 겪었다. 분단의 현실은 아직까지 진행형이고, 좋아질 기미는 아직 보이지 않은 채, 갈등의 역사는 계속되고 있다.
인도도 독립과정에서 원래 한 나라였던 국가가 분열된다. 힌두교를 믿는 인도와 무슬림을 신봉하는 동서 파키스탄으로 나누어진다. 갑자기 수 천만 명의 사람이 종교에 따라 삶의 터전을 옮긴다. 이때 수많은 약탈과 살육이 자행된다. 그러면서 인도와 파키스탄은 전쟁을 하고 불구대천의 원수 사이로 변모해 버린다. 지금도 으르렁거리면서 서로를 죽일 태세다.
외교가에서 듣는 흔한 말이 있다. 적의 친구는 적이고, 적의 적은 친구이다. 인도와 파키스탄이 그렇다. 파키스탄이 미국과 친할 때 인도는 러시아와 가까웠다. 최근 파키스탄이 중국과 긴밀한 관계를 보이니, 인도는 미국과 친한 관계가 되었다. 반드시 이러한 이유 때문만이 아닐 지라도 인도 대외정책의 기본은 파키스탄과 불가분의 관계이다.
우리의 휴전선이 남북의 이동을 막고 있듯이, 인도와 파키스탄의 국경도 쉽게 오고 갈 수 없다. 한 실례를 들겠다. 내가 살고 있는 집 주인도 고향이 파키스탄이다. 분단 이후 한 번도 가지 못했고, 조부모의 얘기로만 고향 얘기를 들었다고 한다. 영화 ‘국제시장’이 인도 사람의 이런 아픔을 되살렸던 모양이다.
