각종 기업 규제 발목..2020년 제조업 일자리 7만2000개 해외 유출

국내 고용환경이 가뜩이나 어려운 상황에서 지난해 제조업 일자리 7만2000개가 해외로 빠져나간 것으로 분석됐다.

 

한국경제연구원이 제조업의 해외직접투자(ODI) 및 외국인직접투자(FDI) 통계를 바탕으로 직간접 일자리 유발 효과를 추정한 결과, 이 같이 나타났다.

 

한경연은 해외로 나간 제조업 일자리 7만2000개만 잡았어도 작년 실업률이 4.0%에서 3.7%로 0.3%p 개선됐을 것이라고 설명했다.

 

19일 한경연에 따르면 지난 10년간 제조업 기업들의 해외투자가 국내로 유입되는 외국인투자를 크게 압도하면서 제조업 일자리가 대거 유출됐다.

 

2011~2020년 제조업의 해외직접투자는 연평균 12조4000억원에 달했던 반면, 외국인 직접투자는 해외직접투자의 절반도 안 되는 연평균 4조9000억원이었다.

 

같은 기간 제조업의 직접투자 순유출액(FDI-ODI)은 연간 7조5000억원 발생했고, 이로 인해 직간접 일자리가 매년 4만9000개(누적 49만1000개) 빠져나간 것으로 추정된다.

 

업종별로 살펴보면, 2020년 기준 해외직접투자는 △반도체(2조6000억원) △전기장비(2조3000억원) △자동차(2조2000억원) 순으로 높은 것으로 조사됐다.
