문재인 대통령,일본대사에 "오염수 방류 우려 크다" 국제재판소 제소 지시

문재인 대통령이 14일 일본의 후쿠시마 원전 오염수 해양 방류 결정과 관련해 주한일본대사에게 강한 우려를 표하면서 참모들에게 국제해양법재판소 제소를 적극 검토하라고 지시했다. 문 대통령은 이날 아이보시 코이치 주한일본대사, 페데리코 알베르또 꾸에요 까밀로 주한도미니카공화국대사, 아리스 비간츠 주한라트비아대사 등에 대한 신임장 제정식 후 가진 환담에서 코이치 대사에게 "이 말을 안할 수 없다"며 " 일본의 원전 오염수 해양 방류 결정 대해 지리적으로 가장 가깝고 바다를 공유하는 한국의 우려가 매우 크다"고 말했다.

 

그는 이어 "한국 정부와 국민의 우려를 잘 알 것"이라며 "본국에 잘 전달해주기 바란다"고 덧붙였다.

 

앞서 문 대통령은 청와대 참모회의에서 "국제해양법재판소에 이번 결정에 대한 잠정조치를 포함해 제소하는 방안을 적극 검토하라"고 지시했다고 강민석 청와대 대변인이 전했다.

 

국제해양법재판소에 신청하는 '잠정조치'는 '긴급구제' 성격으로 일종의 가처분신청에 해당한다. 재판소는 유엔 해양법협약 위반 여부에 대한 최총 판단이 있을 때까지 잠정조치를 명령해 해양 방류를 늦출 수 있다.

 

청와대 한 핵심관계자는 미국이 일본 오염수 방류 결정에 지지 입장을 밝힌 것에 대해 "우리 정부가 다른 나라의입장을 언급하는 것은 적절하지 않다"며 "정부는 다양한 수단을 검토중에 있고, 그의 일환으로 국제 해양법재판소 재소 검토하라고 지시한 것"이라고 밝혔다.

 

구윤철 국무조정실장도 전날 오염수 방류에 강한 유감을 표명하면서도 국제해양재판소 제소 여부에 대해선 "모니터링이나 국제사회 검증을 통해 '해양 방출이 굉장히 문제가 있다'는 것이 입증돼야 한다"며 "데이터를 모은 이후 판단할 수 있다"며 당장 제소 생각이 없음을 드러냈다.

A key member of the Blue House said, "It is not appropriate for our government to refer to the position of other countries."  It was instructed to review the court of the Maritime Court,” he said.

 

Director of the State Affairs Coordination Office, Gu Yoon-cheol, also expressed a strong regret about the discharge of contaminated water the day before.  He revealed that he had no intention of suing right away, saying, "I can judge afterwards."
