아시아판 나토 줄 세우기, 대한민국의 선택은?

미국의 외교안보 분야 유력인사들이 유럽의 나토North Atlantic Treaty Organization (북대서양조약기구)처럼 아시아판 다자안보기구를 수립하는 구상을 밝혔다. 즉,  인도, 호주, 일본, 미국으로 구성된 4각 안보협의체인 기존의 쿼드QUAD에 한국, 베트남, 뉴질랜드를 더하여 쿼드플러스로 확대하여 대중봉쇄를 하는 인도태평양 집단안보체제 구축 발언을 연일 생산하고 있다. 유럽의 나토 회원국들은 유사성이 많았다. 즉,  공산주의 이데올로기로 무장한 초강대국 소련이 이들 국가의 공통적인  위협이었음은 물론 민주주의, 시장경제, 기독교, 로마제국의 후예로서의 동질성 등이 있었다.  아시아판 나토 회원국들은 상이성이 많다. 즉,  중국이 소련처럼 공산주의 종주국으로서 초강대국이 아니어서 직접적인 위협이 되는 것도 아님은 물론 시장경제는 추구하지만 정치적 체제가 다르고, 종교도 다양하고, 통일제국으로서의 동질성도 없어서 제각각이다. 다시 말하면, 인도와 일본은 서아시아와 동아시아에서 지역강국으로서 중국과 경쟁국가고, 호주와 뉴질랜드는 앵글로색슨의 후예로서 미국과는 동일 민족국가고, 한국과 베트남은 오랜 기간  중국 중심 질서의  변방으로 존속한 역사로부터  독립을 유지하고자 하는 나라다. 함께하기가 결코  쉽지 않은 구조다. 그런데도, 미국이 강력한 힘을 바탕으로 이들 국가들을 엮어서 안티중국 집단안보체제를 만들어 중국과의 군사적 긴장을 극대화하는 거다.

 

미국이 왜 이럴까?  중국이 2020년 경제적으로 제조대국의  꿈을 이루었고,  이를 기반으로 2021년에서 2050까지  과학기술대국으로 발전하게 되면, 건국 100주년이 되는 2049년에는 미국과 맞장 뜨는 군사대국이 되는 건 불 보듯 뻔하다. 즉, 이전에 유럽과 근동을 지배했던 로마와 아시아를 지배했던 한나라가 제국을 형성하여 각기 지역강국으로서 공존했던   것과 같은 미중 양극화 체제(bipolar system)에 기반한 새로운 시대가 열리는 것이다. 그래서, 미국이 이런 중국몽을 깨기 위해 냉전시대에 구소련을 군비경쟁(armsrace)에  끌어들여 결국 소련제국을 해체시켰듯이, 앞으로 30년간 중국을 군비경쟁에  끌어들여 중국제국을 해체시키려는 것이다. 즉, 소련을  해체시켜 러시아만 남기고 나머지는 10개 이상의 국가로 독립을 시켰듯이, 중국을 해체시켜 중원 안 다스리는 중국을 남기고, 티벳, 신장위구르, 내몽골, 가능하면 만주까지 독립을 시키는 거다. 이렇게 함으로써 미국은 세계 유일 초강대국으로서 일극화 체제unipolar system 하에서 미국 중심 세계질서, 즉 팍스 아메리카나를 유지하고자  하는 것이다.

 

어쨌든, 아시아판 나토 결성에 마이크 폼페이오 미 국무장관이 총대를 맸다. 중국을 견제하는데  동맹국들이 합류하고 있다고 하면서 "인도·호주·일본 외에 한국이 미국의 파트너가 될 것"이라고 특별히 언급하여 주목을 받았다. 폼페이오는 인도의 남중국해 군함 파견에 "인도·호주·일본과 한국의 친구들이 자신의 국민과 국가에 대한 중국의 위험을 알게 됐다"며 "그들이 모든 전선에서 이를 물리치기 위해 미국과 협력하는 모습을 보게 될 것"이라고 했다.

에스퍼 미 국방장관은 중국을 겨냥한 미국의 군사전략을 상세히 설명하면서 미국의 '네트워크화된 대중국 연합체 구성' 의지를 분명히 밝혔다. 즉, 미군이 지·해상, 공중, 우주, 사이버 공간에서 우세권을 유지할 것이라며 이를 위해 미군은 중국군의 작전 기동과 움직임을 철저히 감시해 동맹국, 파트너십, 뜻을 같이하는 국가들과 공유해 네트워크화된 대중국 연합체를 구성하는 데 주도적인 역할을 하겠다고 말했다. 그러면서 미국 국방부는 다영역 전장에서 적용할 '새로운 21세기 합동전투개념'을 구상하고 있다고 하면서 이를 대중국 연합체에 적용할 것이라고 말했다. 미국이 구상하는 대중국  연합체가  유사시 군사작전까지 염두에 둔 '집단안보체제' 차원임을 간접적으로 밝힌 게  아니겠는가?

 

문제는 이런 미국의 전방위적인 공세로 한국의 입장이 난감해진다는 거다. 그동안 안미경중, 즉  안보는 미국, 경제는 중국 정책을 견지하며  물 타기를 했는데, 미국이 노골적인 줄세우기를 하면 선택할 수밖에  없는 상황이 오는 거다. 어떻게 해야 할까?  단순소박하게 생각하면 답이 나온다. 대한민국이 어떻게 태어나고 성장하여 오늘에 이르렀는지를 스스로에게 물어보면 된다. 

 

2차 세계대전의 승전국  미국이 일본의 항복을 받아내면서 식민지 조선을 해방시켰고, 3년간의 미 군정을 거쳐 대한민국을 탄생시킨 것이다. 다시 말하면, 미국은 한국의 어버이 같은 역할을 한 것이다.

 

여기에 그치지 않고, 자유민주주의와  시장경제를  이 땅에 이식시켰고, 한국전쟁이 발발했을 때는 유엔군을 결성하여  수 만명의  미군 병사들이 피를 흘리며 싸웠고, 전쟁의 폐허 속에서 재건을 할 때도 원조경제의 이름으로 1950년대 대한민국을  먹여 살리다시피 했다. 1960--1970년대 산업화 과정에서도 아낌없는  투자와  기술 이전을 통해 개발경제시대 성공신화를 쓰는데 든든한 조력자가 되었다. 1980년대에는 미국이 경제대국으로 성장한 일본에 대한  양털 깎이를 하면서 한국이 성장 공간을 확보하여 제조 강소국에서 기술 강소국으로 도약할 수 있는 기회를 주었고, 이것을 기반으로 1990년대 미국이 주도하는 3차 산업혁명, 즉 정보기술시대에 주력국가로서 참여하면서 선진국이 된 것이다. 2020년대도 미국은 대한민국의 원군 역할을 하고 있다. 미국은 1980년대에 일본의 기술발전을 지체시켜 한국을  3차 산업혁명시대의 주력국가로 만들었듯이, 2020년대는 중국의 기술발전을 지체시켜 한국을 4차 산업혁명시대 주력국가로 만들어주고 있다. 즉, 중국의 제조굴기를 막기 위해 중국의 글로벌 기업 화웨이 등을 노골적으로 손보는게 경쟁자인 한국으로서는 천군만마다. 중국이 예정대로 2025년, 늦어도 2035년까지 제조굴기를 완성했다고 치자. 그러면, 한국이 중국에 팔아먹을 기술이  있을까?  현재도  반도체를 제외하고, 전통산업인 철강, 조선, 자동차, 석유화학, 가전 등에서는 밀리고 있고, 4차 산업혁명 주요 업종인 인공지능, 로봇, 사물인터넷, 공유경제 등에서는 오히려 중국이  선제적으로 치고 나가고 있는데 말이다.
