스테픈 코스텔로(Stephen Costello) 박사는 김대중 평화 재단의 미국 이사였다. 그는 독립적인 분석가이자 컨설턴트. 미국 조지 워싱턴 대학교 한국학 연구소(GWIKS)의 교수이며, 한국-동아시아 지역 및 미국 이익 분석을 위한 정책 플랫폼인 ‘AsiaEast.Org’의 이사이기도 하다. 그는 전 미국 대서양 협의회에서 한국 과도기 프로그램의 이사이기도 하다.

-미국 선거 결과를 전망하신다면? 트럼프가 재선에서 이길 수 있을까요?

 

▲미국의 여론조사에 결과에 따르면 민주당 바이든(Biden) 후보가 아마도 이길 것이라고 합니다. 큰 질문은 "얼마나?" 힐러리 클린턴은 도널드 트럼프를 제치고 290만표 (2.1 %)를 더 얻었습니다. 다른 현대 국가에서는 그녀가 대통령이 될 것입니다. 그러나 미국의 선거 시스템은 심하게 부패하고 깨져 공화당과 비 민주당 후보로 기울어졌습니다. 예측에 따르면 바이든은 5~10 % 승리 할 수 ​​있습니다. 만약 그렇다면 그가 2021년 1월21일 정오 12시에 취임 할 가능성이 높습니다. 그러나 그가 작은 차이로 이기면 트럼프는 선거인단과 부정행위를 통해 다시 이길 수 있다고 전망 합니다.

-Prospect of US election results? Can Trump win reelection?

▲Polls say that Biden will probably win. The big question is “by how much?” Hillary Clinton won 2.9 million more votes, or 2.1%, over Donald Trump. In any other modern country, she would be President. But the US election system is deeply corrupted and broken, and tilted toward Republican and non-Democrat candidates. Projections say that Biden may win by 5 or 10%. If he does, there is a good chance that he will take office on 21 January 2021 at 12 noon. If he wins by a small margin, Trump could win again through the Electoral College and cheating.

 

-How do you view the 10% support for Trump in South Korea?

▲Each country has a percentage of fringe or non-rational voters. It is striking that in South Korea Trump’s support is only 10%. This is a very impressive result if it shows that 90% distrust him. It is far better than the US, for instance. In the US, that number may be only 60% who distrust him.

 

-Can a US-NK summit in the future, NK nuclear US diplomatic relations be possible?

▲Yes. We should always remember the 1990s, which are not long ago. Then, under US presidents Papa Bush and Bill Clinton, the US was very strategic and smart pushing against Kim Young Sam and preventing DPRK nuclear weapons and long-range missiles. They also embraced NK economic development within the laws of the international system. There will not be another US administration with the expertise, strategic wisdom and political courage of the Clinton group for some time. No Republican administration would be capable of progress. Even a Biden Democratic administration would need time and great effort to have an effective and positive impact on Korea. We are still wondering about the capability of any new Biden group. So far, the signs are not good.

 

-Are diplomatic relations between the US and NK first, or are diplomatic relations between NK and Japan first?

▲Japan under the LDP seems very dedicated to playing a subservient role to the White House. PM Abe rushed to New York to meet Trump after the 2016 election. But he got very little. Even though it would be smart and strategically advantageous for PM Suga to approach North Korea with new ideas, it is very unlikely that he could do anything bold or meaningful for now. His party members would not allow it. The weak progressive opposition does not have enough power to make policy for the foreseeable future.

 

For the US, there is little likelihood that either Trump or Biden would hold a summit with Kim Jung-un at any early time. For just one reason, North Korea has no realistic interest in Trump’s proposals. They have always been unrealistic and insufficient to get the job done. With Biden, we have no indication yet that his team would be different or better on policy toward North Korea.

 

-Regarding a Declaration of the End of the Korean War, why is support for this sluggish, when it is possible?

▲I believe support for such a declaration is strong in South Korea. In addition, the logic for supporting it is good. The end of war declaration (EoWD) is not a “gift” to North Korea. Instead it is an action that would make DPRK denuclearization and opening up more likely. Opposition to an EoWD in South Korea is from the usual anti-diplomacy groups. Because they define themselves in Cold War terms, they cannot imagine diplomacy or progress from the status quo.

 

Opposition from the US Republican and mainstream policy groups is based on some of the same reasons. Among US Democrats, there is a growing group that would embrace the EoWD, as long as it was part of a larger process. We will see soon if this group has power within the Biden camp, and if Biden even wins.

 

T-he Moon Jae-in government in Korea, what is the 3-year evaluation?

▲The Moon government has not yet completely failed to improve the North-South relationship, or to improve the SK-US alliance. But it does not have much time left. It made some smart and flexible choices during 2017 which allowed NK and the US to explore each other’s positions. After the Singapore summit, however, that is when it was clearly time for Moon to make a detailed plan and to implement that plan as the leader. Instead he has stayed on the sidelines, pleading for the corrupt and incapable Trump and US team to do what they will not do.

 

If Moon and his perfectly capable team do not devise a good plan, protect and advance every state’s interests, and work hard to implement it now, then this administration will be marked by a real tragedy of policy failure.

 

-The inter-Korean railway connection. Is this possible to have free traffic between North and South?

▲The inter-Korean railway is one of the most urgent and realistic projects that should be started. The best way to do that is to get an initial agreement with the DPRK, similar to the outline of the Hanoi Summit, and implement that agreement through the UN. That is the appropriate channel.

 

The East and West coast railways and related roadways and communication and power links have been urgent and possible for 20 years. It is Seoul’s responsibility to get them started, beginning with an initial agreement with the North. The extreme sanctions of 2016 must be the price of the exchange. This is not difficult to see.

 

-How did Corna-19 affect the international community?

▲In some important ways, the CV-19 era has just exposed both weaknesses and strengths that the international system already had. For countries the same thing can be said.

 

-Other points? What do you want to say?

▲The North Korean killing of a South Korean defector will be big news. It will reinforce all the pre-existing positions regarding diplomacy and progress. However, the killing should be a very good example for why diplomatic progress is so urgent. It should be a clear reason why an initial denuclearization agreement and expanded North-South security and economic projects are needed now. It should be a loud siren to expose how counter-productive sanctions are, and how counter-productive North Korea’s isolation is.
