돈과 연줄이 없으면 꿈과 희망이 없고, 재벌기업 사원이나 정부 관료 아니면 풍족한 생활을 할 수 없어 젊은이들도 헬 조선으로부터 떠나고 싶어한다. 작금의 한국사회가 위태위태하게 느껴진다. 기성세대로서 무한책임을 느낀다.
나 스스로도 한국인으로서 초라한 자화상을 보고 자괴감에 빠진 게 한 두 번이 아니었다. 아마도 한국사회를 지배해왔던 이중구조의 모순 속에서 '노예생활'을 한 탓이리라. 또한 나와 동시대인들 대부분이 그렇듯이 어려운 가정환경을 거치면서 아낌없이 주는 사랑이 메말랐기 때문일 수도 있을 것이다.
여태까지 대한민국 파워엘리트들 중 진정으로 공사구분을 실천하면서 위민하고 애국하는 마음을 가진 사람을 본 적이 별로 없다.
정치인들은 비생산적인 시한부 권력에 던져진 채 자신의 생존만이 최대 관심사다. 조선의 지배정신인 선비정치는 사라지고, 속물식 아전정치만 판을 친다.
중앙정부 고위관료들은 행정고시 출신이라는 동류 엘리트 의식에 사로잡혀 '우리끼리' 리그를 만들어 온갖 편의와 특권을 상호부조하면서 즐겁게 산다. 국민의 공복으로서 살신성인하는 정신을 잊은 채 불필요한 규제를 만들어 '우월적인 권한' 유지에만 혈안이 되어 있다. 재벌 기업가들은 개발경제 시대 때 국가로부터 받은 특혜를 망각한 채 기업의 사회적 책임은 실천하지 않고, 부를 되물림하면서 그들만의 소공화국을 만들어 가치 추구는 커녕 '의식주'라는 동물적 욕구를 최대한 충족시키는 데 관심이 있다.
바로 아래 단계에 있는 파워 엘리트 양성소라는 전문가 집단도 한심하기는 마찬가지다. 미국의 경우, 전문직 종사자는 한 눈 팔지 않고 평생을 한 우물을 판다. 판사와 교수는 천직의식을 가지고 일하고 그래서 정년이 없다. 언론인은 자기 분야에서만 일하는 것에 엄청난 자부심과 긍지를 느끼고 고령이 되어서도 활기차게 일한다. 한국을 보자. 정의를 실천해야 하는 판검사, 특히 검사는 현직 시절에는 마치 조폭처럼 패거리화가 되어 있고 은퇴 후에는 전관예우라는 시대착오적이고, 어떤 측면에서는 '사후뇌물죄'에 해당하는 중범죄를 밥 먹듯이 저지른다. 약자의 편에 서서 호민관 역할을 해야 하는 언론인은 '아니면 말고식 무책임'의 극치를 보이며 사회적 흉기로 전락한 지 오래인데도 언론인으로서의 생존이나 언론사 존폐를 위협할 정도의 징벌적 손해배상제도의 도입은 요원해 보인다. 오로지 가르치고 연구하는 데만 전념해야 하는 교수가 정부나 기업 프로젝트 받아서 돈벌이에 급급하거나 정치권에 줄서서 고위공직에 진출하려고 혈안이 되어 있다. 한국 전문가 집단의 공통점은 현직 시절에는 사적 이익의 확대에만 골몰하다가 궁극적으로는 정치권에 기웃거리면서 권력까지 탐한다는 것이다. 그동안 누려온 것도 모자라 연장전까지 하면서 부귀영화를 확장하려는 것이다. 상도의상 기본예의가 없는 것이다. 그들이 천재인지 국민이 바보인지 도무지 판단이 서지 않는다.
그야말로 혼란 그 자체다. 이런 상황에서 선진 대한민국에서 살아가는 국민들의 행복지수는 낮을 수밖에 없다. 교육을 많이 받아도 정신적 여유가 없고, 돈을 열심히 버는데도 경제적 풍요가 없고, 이런 저런 활동을 다양하게 하지만 사회적 공허감만이 지배한다. 이것이 오늘날 대한민국의 초라한 현주소이다.
그럼, 어떻게 해야 하는가? 지도자 그룹이 다시 태어나 선진형 표상이 되어야 한다. 지도자는 매사에 정직해야 한다. 그래야 스스로 언행일치가 되고(Walking the talk), 사회적으로 투명해지고(Transparent Society), 국가적으로 법이 지배하는 사회(State by Rule of Law)가 된다. 다음으로 리더는 인간에 대한 사랑이 있어야 한다. 그래야 스스로 나눎과 베품을 알고(Sharing), 사회적으로 관용적인 분위기가 만연하고(Tolerant Society), 국가적으로 행복이 넘치는 풍요로운 사회(Welfare State)가 된다.
<국민이 나서서 제대로 된 정치인을 키워야 한다>
한국에서 정치인(politician)은 누구인가? 한마디로 '거지군단'이다. 경제적으로 거지이고, 사회적으로 거지이고, 역사 속에서도 거지이다. 고비용 구조라 늘 재정적으로 허덕여야 하고, 국민의 존경은 커녕 존중도 받지 못하고, 공칠과삼(功七過三)이 아니라 과를 중심으로 혹평 받아 사표(師表)가 되기도 어렵다. 세계 어느 나라에서도 파워엘리트인 정치인을 이렇게 대접하지는 않는다. 이런 식으로 지도자들을 사지로 몰게 되면 그 비용은 결국 국민이 부담하게 되어 있다. 이것이 한국정치가 겪고 있는 후진적인 악순환이다. 상황이 이렇게 악화된 이유 중 하나는 후진적인 한국 언론의 '열등감에 기반한 우월의식' 때문이다. 이유는 각자의 상상에 맡긴다.
국민도 이제는 좀 더 현명해질 필요가 있다. 이것은 멀리 크게 보면 국민 모두의 일이다. 정치인 탓만 하는 게 능사가 아니다. 국민은 입법가로서 정치인을 잠재적인 범법자로 만드는 탈법의 사각지대로부터 해방시켜야 한다. 그래서 당당하고 정의로운 '우리들의 영웅'을 많이 만들어내는 게 국민으로서 건강성을 유지하는데도 좋다. 한국 국민의 세계에 유래 없는 '기계적인 평등주의'의 결과로, 지도자로서 정치인도 나와 똑같다고 생각하는 것은 옳지만, 국민을 이끌고 가는 '지도자로서의 나와 다른 점'은 인정하고 존중해야 한다. 그래야 거대 공동체로서의 대한민국도 비로소 국가적으로 무질서가 아닌 질서가 유지되고, 사회적으로 혼란이 아닌 안녕이 오는 것이다. 진정으로 믿고 따를 수 있는 정치 지도자가 없다는 것은 국민은 물론 국가적으로도 불행이다.
중국 통일왕조 한당원명청 건국 영웅의 공통점이 뭔지 아는가? 모두가 '거지대장' 출신이라는 거다. 중국의 역대 왕조는 지배계층의 연속성이 없었다. 그도 그런 것이 너무나 굶주려서 통째로 먹어야하는데, 과거 지배계층을 몰살시키고 그들의 기득권을 빼앗아 독식하는 것이 제일 쉬운 방식이었기 때문이다. 그러다가 왕조 말기에는 배부른 돼지가 되어 주색잡기가 일상적인 일이 되고, 영혼 없는 환관정치가 판을 치면서 몰락의 길을 걸었던 것이다.
한국의 역사는 중국과는 달리 왕조는 망해도 지배계층의 연속성은 있었다. 그래서 기본적인 품격은 유지했다. 요즘 한국 정치를 보면, 어쩌다가 운이 좋으면 거지대장이 대통령이 된다. 그래서 품격보다는 ABC까지 무너진 파격이 지배한다. 새로운 왕조시대가 열리는 시기의 중국과 판박이다. 문재인과 문빠(문재인 지지자들)도 원래 거지였다. 초대 거지대장 노무현은 위대한(?) 희생정신으로 평생 거지로 빌어먹을 신세였던 사람들을 살려냈다. 문재인 시절 전직 거지들로 이루어진 새로운 지배계층(586 운동권세력)은 그들의 부귀와 영화를 유지하기 위한 20년 장기집권 계획을 세웠고, 성공했을 경우 이들을 주축으로 한 '좌파 운동권 독재'가 영속화되어 공화국의 탈을 쓴 현대판 왕조시대를 열었을 것이다. 다행히 윤석열 대통령이 이들의 꿈을 산산조각 냈다.
다시 말한다. 민주공화국 대한한국에 국민은 없는가? 왜 깨이고 열린 국민이 잘 안 보이는가? 공화국 시민으로서 헌법에 보장된 기본권을 지키려면 훌륭한 지도자 배출 시스템을 만들어야 하지 않겠는가? 그리하여 다시는 과거에 머물기보다 미래를 향하고, 소모적인 갈등전쟁보다 생산적인 창조전쟁을 치르는 지도자를 만들어내야 하지 않겠는가?
