정부, 올해 첫 14조원 추경..소상공인 지원·치료제 구매 등 사용

국무회의서 의결 후 24일 국회 제출..김부겸 총리 "신속 의결 협조해달라" 요청

브레이크뉴스 정명훈 기자= 정부가 21일 14조원 규모의 추가경정 예산안을 편성했다. 

 

코로나19 확산 사태 이후 7번째 추경으로, 강화된 방역 조치로 매출이 감소한 소상공인과 자영업자 등을 지원하고 중증환자를 위한 병상 확보 및 치료제 구매 등에 쓰일 예정이다.

 

정부는 이날 김부겸 국무총리 주재로 임시 국무회의를 열고, 이 같은 내용의 초과세수 기반 2022년도 추경안을 심의·의결했다.

 

14조원 규모의 추경 재원 중 11조3000억원은 국채 발행으로, 2조7000억원은 공공자금관리기금 여유자금으로 마련한다는 계획이다.

 

정부는 먼저 최근 설 연휴 이후까지 방역강화 조치가 3주간 추가 연장되며 힘들어하는 소상공인을 위해 2차 방역지원금 단가를 300만원으로 인상해 추가 지급하기로 했다. 정부는 앞서 지난해 12월 지난해 12월 소상공인들에게 100만원의 방역지원금을 지급한 바 있다.

 

2차 방역지원금은 소상공인·자영업자 320만명이 대상이다. 집합금지, 영업시간 제한 등 손실보상 대상 업종 뿐 아니라 여행·숙박업 등 손실보상 비대상 업종까지도 지원한다.

 

지난해 12월 15일 이전 개업해 2019년 또는 2020년 동기 대비 지난해 11월과 12월 매출이 줄어든 것이 확인되면 지원 받을 수 있다.

 

정부는 또한 방역조치 연장으로 영업금지 제한업종 소상공인에 대해선 손실보상 예산도 반영했다. 

 

지난해 10월 1일 이후 집합금지, 영업시간 제한, 인원·시설이용 제한 조치를 받아 매출이 줄어든 소상공인·소기업 약 90만 곳이 대상이다.

 

피해 규모에 비례해 차등 지급되며 최저액은 50만원이다. 

 

올해부터는 방역 지침으로 손실을 입은 소상공인에게 500만원을 우선 지급한 뒤 추후 확정되는 손실보상금으로 차감하는 새로운 형태의 보상 방식을 적용 중이다. 

 

정부는 아울러 방역 보강에 필요한 재원 1조5000억원도 추경안에 담았다. 중증환자 병상 확보를 위해 4000억원을 추가 투입하며 먹는 치료제 40만명분 추가 구매를 위해 3920억원, 중·경증 치료가 가능한 주사용 치료제 10만명분 추가 구매에 2268억원을 배정했다.

 

또 재택치료자 지원을 위해 4인 가구 10일 기준 90만5000원의 생활지원비를 지원하며 1일 최대 13만원이 지급되는 유급휴가비를 위해서도 5000억원을 반영했다.

 

재택치료 전환에 따른 동거가족 격리·간병 부담 등을 감안해 지급되는 추가 생활지원비(4인 가구 10일 46만원)도 이번 추경 예산에 포함됐다.

 

정부는 이날 국무회의에서 의결한 이번 추경안을 오는 24일 국회에 제출할 예정이다. 김부겸 총리는 "추경안 제출 후 소상공인 지원과 방역 보강의 시급성을 감안해 최대한 신속하게 의결될 수 있도록 국회가 협조해주길 바란다"고 요청했다.

The target is about 900,000 small business owners and small businesses whose sales have decreased due to collective bans, business hours restrictions, and restrictions on the use of personnel and facilities since October 1 last year.
