전경련, 美·中 갈등 심화..韓 신시장 적극 진출해야

전국경제인연합회가 세계 주요 5개 경제권(미국, 중국, 유럽, 일본, 아세안)의 2022년 정책방향과 이에 대한 한국의 대응방안을 제시했다.

 

20일 전경련에 따르면 미국은 중국 견제를 심화하고, 중국에 대한 우위 확보 및 공급망 디커플링을 위해 아시아 네트워크 강화에 특히 집중할 전망이다. 

 

미국 중간선거(11월)와 중국 공산당대회(10~11월) 등 G2의 주요 정치 이벤트를 앞두고, 양국 간 패권전쟁은 더욱 심화될 것으로 예상된다. 

 

지난 해 12월 한 달 동안에만 미국은 △中신장지역산 수입금지의 ‘위구르족 강제노역 방지법’ 입법 △중국견제를 강화한 국방수권법 서명 △베이징동계올림픽 외교적 보이콧 선언 등 대중압박을 강화했다. 이에 중국은 국가안보 차원에서 전략물자의 수출을 금지할 수 있다는 내용의 ‘수출 규제 백서’를 발간하며 맞대응을 시사했다. 

 

이러한 상황 속에서 그간 중국 견제를 위해 민주동맹국들을 연합해 온 미국이 올해는 인도-태평양 경제 프레임워크(IPEF, Indo-Pacific Economic Framework)를 핵심 정책으로 내세우며 아시아 국가들과의 연대와 공급망 안정화에 집중한다. 

 

이에 대응해 한국은 미국 중심의 공급망 구축에 참여해 공급망 다변화 기회로 활용 및 실익을 확보하고, 미중 무역갈등으로 인한 우리기업의 잠재적 피해 최소화에 힘써야 할 것으로 보인다. 

 

바이든 정부의 고전이 예상되는 미국 중간선거 결과에 따라 인프라법안 등의 추진이 정체될 가능성이 있지만, 노동·환경 등 사회 어젠다를 강조하며 미국 우선주의를 추구하는 바이든식 자국중심정책은 지속될 전망이다. 또한, 높은 인플레이션에 직면한 미국이 연 3차례 이상의 금리인상을 예고하는 등 본격적인 긴축통화정책으로 전환함에 따라 신흥국의 금융불안과 수출둔화 등 예상되는 파급효과에도 한국의 대응이 필요하다.
