언론단체 “대선 양자 TV토론 포기하고 다자토론 응해야“

비상식과 불공정이 난무하는 양자토론, 명백한 ‘갑질’...공정과 상식에 어긋나

방송기자연합회, 전국언론노동조합, 한국기자협회, 한국방송기술인연합회, 한국영상기자협회, 한국PD연합은 17일 공동 성명서를 통해 “더불어민주당과 국민의힘 대선후보가 ‘양자 TV토론’으로 합의를 한 것은 비상식과 불공정이 난무하는 양자토론, 명백한 ‘갑질’이다”고 규정했다.

성명서는 “지상파 방송 3사에서도 이를 긍정적으로 검토 중인 것으로 알려졌다. 애초 방송사가 여야후보 4자 토론을 제안했지만 TV토론을 자기들에게 유리한 방식으로 ‘이용하려는’ 거대 양당의 야합 결과다.”고 비판했다. 

 

이어 “여야는 설 연휴 전 양자 TV토론을 진행하며, 추가 토론 진행을 위해 협상을 계속한다고도 했다. 민생을 위한 정책논의에는 소극적이던 거대 양당이 마치 도원결의하듯 뜻을 모은 모양새는 우습기 그지없다.”며, “다자토론에 대한 거부 이유로 ‘양자가 모여서 회의했기 때문에 4자 토론은 월권’이라거나 ‘후보 몸이 10개가 아니지 않는가’식의 변명은 구차하다.”고 날선 비판을 이어갔다.  

 

아울러 “대선후보 TV토론은 현행 공직선거법에도 분명히 명시되어있다. ▲국회 의석수 5석 이상 정당의 후보 ▲직전 대선 3% 이상 득표 ▲ 이전 총선 또는 지방선거 비례대표 선거에서 3% 이상 받은 정당의 후보 ▲선거 운동기간 시작전 한 달 여론조사 평균 지지율 5% 이상 등으로 TV토론 참여 기준도 명확하다.”며, “이런 기준을 바탕으로 지난 19대 대선에서는 총 6회 TV토론이 실시되었다.”고 설명했다. 

 

하지만, “제20대 대통령선거가 이제 50일 앞으로 다가온 현재, 시민들은 아직 단 한 번도 방송을 통해 각 정당 대선후보자의 장단점을 비교할 공정한 다자간 토론을 본 적이 없다.”며, “거대 양당들이 표 계산 속에 각종 토론 참석 여부를 판단하면서 국민의 알 권리는 계속 뒷전으로 밀리고 있는 것이다.”고 직격했다.  

 

이에, 전국언론노동조합을 비롯해 많은 언론시민단체들이 지난 14일 <공직선거 후보자 토론회 활성화를 위한 제도 개선을 촉구하는 공동 의견서>를 제출한 바 있다.

성명서는 “이런 상황에서 더불어민주당과 국민의힘만 참석하는 양자 TV토론은 소수 정당 후보는 물론이고 다양한 정치적 견해를 가진 시민들의 권리를 침해하는 심각한 불공정 행위이며, 거대 양당의정치적 횡포이다.”며, “이는 선거 정보의 불균등한 제공을 초래해 유권자의 선택을 제한하는 반민주적 행위라는 점을 지적하지 않을 수 없다.”고 강도 높게 비판했다.  

 

이어 “더불어민주당과 국민의힘은 공공재인 지상파 방송을 정치적으로 오남용하려는 양자토론 계획을 포기하기 바란다.”며, “다양한 정치 세력이 공평하게 토론의 기회를 보장받을 수 있도록 다자토론에 응하는 것이 스스로 주장하고 있는 공정과 상식에 부합하는 일이다.”고 주장했다.
