국내 고용 활성화를 위해서는 노사 간 힘의 균형 확립을 위한 제도 개선, 노동시장 경직성 해소 등 지속적인 구조 개혁이 필요하다는 주장이 제기됐다.

 

한국경제연구원은 성공적으로 노동시장 구조개혁을 단행해 고용지표를 크게 개선시킨 독일, 영국, 네덜란드의 주요 노동정책과 시사점을 분석한 결과를 21일 발표했다.

 

먼저, 독일의 슈뢰더 정부(2003~2005년)는 하르츠 개혁을 단행해 해고제한법 적용제외 사업장을 확대(5인→ 10인 이하)했고, 파견기간의 상한(2년)을 폐지했다.

 

이후 메르켈 정부(2006년~)에 들어서도 해고제한법 적용제외 사업장을 확대(10인→ 20인 이하)했고, ‘근로시간 계좌제’를 도입해 업무량이 많을 때 근로시간 초과분을 적립한 뒤, 업무량이 적을 때 휴가 등으로 소진할 수 있도록 해 근로시간을 유연화 하는 등 노동개혁의 기조를 이어나갔다.
