180명 여야 의원과 250개 시민사회단체 '남북공동선언 국회비준동의-평화협정 촉구'

역사적인 순간이다. 과반수 넘는 여야 국회의원 180명과 250여개 국내외 시민사회단체가 총망라되어 남북공동선언 국회비준동의 및 종전선언과 평화협정체결이 법제도적으로 뒷바침되는 것은 그 의미가 크다.  휴전상태 70여년! 국가와 국가간의 전쟁도 아닌 내전상태에서 전쟁이 지속되는 것은 비극이다. 이번 21대 국회에서 역대 남북 정상들이 공동선언한 것을 국회에서 비준동의를 과연 해낼까?

오늘(17일) 오전 11시 국회의사당 본청 계단앞에서「남북공동선언 국회비준동의 및 종전선언과 평화협정 촉구」를 위한 기자회견이 개최됐다.  

 

이번 기자회견은 더불어민주당 양경숙 의원 6.15 공동선언실천 남측위원회⸱민족화해협력범국민협의회⸱휴전선넘자시민행동의 공동주최로, 74공동성명, 남북기본합의서, 615 공동선언, 104선언, 427 판문점 선언, 919 평양공동선언 등 남북 정상이 수차례 합의한 공동선언의 국회비준동의를 촉구하고자 마련됐다. 

 

더불어민주당, 정의당, 열린민주당 등 180명의 국회의원과 250여개의 시민사회단체가 남북공동선언 국회비준동의와 평화 협정 촉구에 뜻을 모았고, 코로나19 상황으로 인해 현장에는 더불어민주당 송영길 당대표를 비롯한 100여명만이 참석했다.

  

고민정 의원의 사회로 진행된 기자회견은 양경숙 의원, 민족화해협력범국민협의회 이종걸 대표상임의장, 6.15공동선언실천 남측위원회조성우 상임대표의 인사말, 더불어민주당 송영길 당대표와 윤호중 원내대표, 정의당 배진교 원내대표, 열린민주당 최강욱 당대표의 격려사, 휴전선을 마주한 파주에 지역구를 둔 박정의원과 조선의열단기념사업회 김옥순 사무국장의 기자회견 낭독 순으로 진행됐다.   

 

양경숙 의원은 “70년 이상 분단국가라는 민족의 비극이 더 이상 지속되어서는 결코 안된다는 간절한 마음으로 이 자리를 마련했다”며, “남북공동선언 국회비준동의로 남북협력과 교류의 획기적 전환을 맞이해야 한다”고 역설했다. 

 

민족화해협력범국민협의회 이종걸 대표상임의장은 “그동안 국회비준동의가 이루어지지 않아 남북관계의 활로를 여는데 많은 어려움에 직면해 있다”며, “남북이 갈라선지 70년의 세월이 흘렀고, 더 이상 지나면 남북은 영토의 갈라짐과 함께 민족의 공통성도 회복하기 어려운 상황이 될 것”이라고 밝혔다. 

 

6.15공동선언실천 남측위원회 조성우 상임대표는 “남북합의 이행은 정부만의 일이 아니며, 국민의 대표로서 국회의 적극적인 지지와 이행을 위한 뒷받침이 필요하다”며, “많이 늦었지만 남북합의 국회비준동의를 통해 한반도 평화와 번영을 위한 새로운 모멘텀을 만들자”고 호소했다.
