한반도 남한-북한 철도의 자유왕래와 '러시아 푸틴 정부'의 역할

남북한 철도의 자유왕래 성취는 한국과 러시아 푸틴정부 간의 '웅대한 외교적인 진전(進展)'

한반도 남북은 반도(半島)이다. 한반도 국토의 절반은 섬이라는 뜻이다. 한반도는 중국, 러시아, 일본 등과 국경(國境)이 맞닿아 있다. 1945년 8월15일, 한반도가 일제 강점기에서 해방되자 남한은 미군이, 북한은 러시아군이 신탁통치 했다. 1950년에서 1953년까지 6.25 전쟁이 발발했을 당시 중공군(中共軍)이 북한의 지원을 위해 참전, 남북한 간 분단이 심화됐었다. 6.25 당시, 3년간 북한을 신탁통치 했던 경험이 있었던 러시아군은 왜  6.25전에 가담해서 북한을 돕지 않았을까? 역사적인 미스터리이다.

 

올해, 2021년은 6.25 전쟁이 끝난 지 68년째이다. 그 사이 남한과 북한의 경제적 발전을 비교하면, 큰 차이가 난다. 남한의 경제력은 이미 세계 10위권 내외이다. 특히 IT(정보통신), 반도체 등 미래 산업 분야에서 획기적인 발전을 꾀했다.

 

한반도와 국경을 맞대고 있는 러시아의 푸틴정부 입장에서는 낙후된 북한보다는 경제적으로 발전한 한국과의 관계를 더 발전-진전 시키려 노력할 것이다. 이 점은 동서독 통일 이전, 구 소련(러시아의 과거 국가)체제에서도 잘 나타나고 있다. 

 

소련은 동서독 통일 이전, 서독으로부터 대규모 경제적인 지원은 받으면서 동서독 통일을 후원하는 국제세력이 됐다. 독일의 주간지 슈피겔은 전문성이 깊은 주간지이다. 이 주간 신문은 “1989년 11월 9일 베를린장벽이 무너졌을 때 이로부터 1년도 안 돼서 독일이 통일될 것으로 생각한 사람은 아무도 없었다.”고 보도했었다. 동서독 극적인 통일의 이면에는 소련의 방해가 전혀 없었고, 암묵적인 지원이 있었다고 보도했다.

 

동서독 통일 직전, 소련과 서독 정부는 대규모 경제적인 거래를 했었다. 소련과 서독의 거래내용은 어떤 것이었을까? 연합뉴스 동북아센터 월간 마이더스 2016년 4월호는 “소련의 고르바초프는 동독 주둔 소련군의 철수 비용으로 170억∼175억 마르크를 요구했다. 콜은 고르바초프에게 9월 7일 전화를 걸어 80억 마르크를 제의했고, 고르바초프는 철수한 소련군이 거주할 주택건설비로만 110억 마르크가 소요된다고 반박했다. 결국 콜은 흥정 끝에 철수비 120억 마르크에다 별도의 무이자 차관 30억 마르크를 주는 것으로 합의했다”고 보도하고 있다. 

 

이런 정보는, 공개된 일부분일 것. 동서독 통일 이후 소련(러시아)과 통일독일 정부 간의 경제적인 거래는 러시아의 경제를 발전시키는데, 큰 역할을 했다. 이런 맥락에서 한국과 러시아 푸틴정부 간의 상생적인 외교관계를 설정(設定)해볼 수 있다. 

 

일본과 러시아, 일본과 중국은 일본의 침략을 받았던 구원(舊怨)의 관계이다. 하지만 한국과 러시아, 한국과 중국은 평화적인 관계라 할 수 있다. 여기에서, 발전된 한국의 경제력을 러시아가 어떻게 볼 수 있는가의 문제이다. 

 

2020-2021년의 코로나19 사태에 따른 국제사회는 경제문제로 인한 혼란에 빠져있다. 이 사태를 극복하려 안간힘을 쓰는 중이다. 미국이든 중국이든 러시아든, 자국(自國)의 경제적인  발전을 꾀하려 할 것이다. 

 

1990년의 동서독 통일 직전, 서독을 도왔던 큰손 국가는 소련이었다. 한반도 남북-북한 간의 자유왕래, 또는 남북한의 통일을 진전시키는데 큰손 역할을 해줄 국가도 러시아라고 생각한다. 러시아가 한국과의 교역관계를 확대시키면 얻을 이익이 크기 때문이다. 러시아 산 가스의 한국 판매라든가 지하자원의 거래, 관광수입 등도 많아질 수 있다. 

 

만약, 러시아 푸틴정부의 도움으로, 남북한 철도의 자유왕래가 성취된다면, 한국도 얻을 이익이 많을 것이다. 대륙시대가 열리기 때문이다. 동서독의 통일을 연구해온 학자나 이를 보도해온 언론인들 가운데는 “서독이 돈으로 통일을 샀다”고 표현하는 이들도 있다. 부자국가였던 서독은 '대규모 경제적인 거래'로 통일을 성취해낸 것이다. 한국의 경제적 자원도 그런 구도(구도(構圖)를 만들 위치에 와 있다고 하겠다.

 

남북한 철도의 자유왕래는 남한 정부의 오랜 숙원(宿願)이다. 러시아 푸틴정부의 적극적인 도움을 통한, 남한-북한 간 철도의 자유왕래가 실현되는 그 날이 속히 오기를 고대한다. 그리하여 한국-러시아 푸틴 정부 간의 활발할 무역을 통한 양국의 획기적인 발전이 현실화되기를 기대한다. 이런 예상의 실천이야말로, 한국과 러시아 푸틴정부 간의 '웅대한 외교적인 진전(進展)'이라고 볼 수 있다. 이 수순이야말로, 동북아 평화의 거보(巨步)를 내딛는 것이다. moonilsuk@naver.com

Free passage of railroads between South Korea and North Korea on the Korean Peninsula and the role of 'Russian Putin'

The achievement of free passage of railroads between South and North Korea is a 'grand diplomatic advance' between the Korean and Russian Putin governments.

North and South Korea are peninsulas. It means that half of the Korean peninsula is an island. The Korean Peninsula is bordered by China, Russia, and Japan. On August 15, 1945, when the Korean Peninsula was liberated from Japanese colonial rule, South Korea was under trusteeship by US forces and North Korea by Russian forces. From 1950 to 1953, when the Korean War broke out, the Chinese Communist Army participated in the war to support North Korea, and the division between North and South Korea had deepened. At the time of 6.25, why didn't the Russian military, which had experience in trusteeship over North Korea for three years, participate in the Korean War and help North Korea? It is a historical mystery.

 

This year, 2021, marks the 68th anniversary of the end of the Korean War. If you compare the economic development of South and North Korea in the meantime, there is a big difference. South Korea's economic power is already in the top 10 in the world. In particular, it has made breakthroughs in future industries such as IT (information and communication) and semiconductors.

 

Russia's Putin government, which faces a border with the Korean Peninsula, will try to develop and advance relations with the economically developed South Korea rather than the backward North Korea. This point is well reflected in the former Soviet Union (the former state of Russia) system before the reunification of East and West Germany.

 

Before the reunification of East and West Germany, the Soviet Union received large-scale economic support from West Germany and became an international force supporting the unification of East and West Germany. The German weekly, Spiegel, is a weekly magazine with deep expertise. The weekly newspaper reported that "when the Berlin Wall fell on November 9, 1989, no one thought that Germany would be united within a year." Behind the dramatic reunification of East and West Germany, it was reported that there was no interference from the Soviet Union and there was tacit support.

 

Just before the reunification of East and West Germany, the Soviet and West German governments had a large-scale economic deal. What was the deal between the Soviet Union and West Germany? Yonhap News Northeast Asia Center's monthly Myders April 2016 issue said, "Soviet Gorbachev demanded 17 to 17.5 billion marks for the withdrawal of Soviet troops stationed in East Germany. Kohl called Gorbachev on September 7 and offered an 8 billion mark, and Gorbachev countered that it would cost 11 billion mark to build a house for the retreating Soviet troops. In the end, after negotiating with Cole, they agreed to give a separate interest-free loan of 3 billion marks in addition to the withdrawal fee of 12 billion marks.”

Such information should be a publicly available part. After the reunification of East and West Germany, economic transactions between the Soviet Union (Russia) and the unified German government played a major role in developing Russia's economy. In this context, a win-win diplomatic relationship between Korea and Russia's Putin government can be established.

 

Japan and Russia and Japan and China are in a relationship of salvation (舊怨), which was invaded by Japan. However, Korea and Russia and Korea and China are peaceful relations. Here, it is a question of how Russia can view Korea's developed economic power.

 

The international community is in chaos due to economic problems due to the COVID-19 crisis in 2020-2021. We are working hard to overcome this situation. The United States, China, or Russia will try to promote their own country's economic development.

 

Just before the reunification of East and West Germany in 1990, the largest country that helped West Germany was the Soviet Union. I think Russia is also a country that will play a big role in the free movement between North and South Korea on the Korean Peninsula or in advancing the reunification of the two Koreas. This is because Russia will benefit greatly if it expands its trade relationship with South Korea. Sales of Russian gas to Korea, trade in underground resources, and tourism income could also increase.

 

If, with the help of the Russian Putin government, free passage of railroads between North and South Korea is achieved, South Korea will also have many benefits. Because the Continental Age opens. Some scholars who have studied the unification of East and West Germany and journalists who have reported on it, say, “West Germany bought unification with money.” West Germany, which was a wealthy country, achieved unification through 'large-scale economic transactions'. It can be said that Korea's economic resources are also in a position to create such a structure.

 

Free passage of railroads between North and South Korea has long been a long-cherished dream of the South Korean government. I look forward to the day when the free passage of railroads between South Korea and North Korea will be realized with the active help of the Russian Putin government. Therefore, it is expected that the epoch-making development of the two countries will become a reality through active trade between the Korean and Russian Putin governments. The implementation of these expectations can be seen as a 'grand diplomatic advance' between the Korean and Russian Putin governments.
