한경연, 불안정성 OECD 1위(뉴질랜드) 수준 개선시 GDP 12조7000억원 증가

14일 한국경제연구원에 따르면 ‘정치·사회·행정 불안정이 1인당 GDP성장률에 미치는 영향과 시사점’을 분석한 결과, 세계은행이 1996년부터 매년 발표하는 ‘세계 거버넌스 지수’(WGI)의 구성 지표인 정치적 안정성과 정부 효과성을 최근 5년간(2015∼2019년) 평균하면, 한국은 OECD 37개국 중 순위가 각각 30위와 22위에 불과한 것으로 나타났다.

 

한경연은 2011∼2019년 중 OECD 34개국 자료를 이용해 ‘정치·사회·행정 불안정’이 해당국가의 1인당 GDP성장률에 미치는 영향력을 추정한 후, 우리나라 정치·사회·행정 불안정 수준(2015∼2019년 평균)이 OECD 1위 수준으로 크게 개선될 경우의 1인당 GDP성장률 상승효과를 측정했다.

 

우리나라의 정치·사회·행정 불안정성 지수(2015∼2019년 평균)는 0.68이고, G7 1위(캐나다)는 0.16, OECD 1위(뉴질랜드)는 0.01이었다.

 

1인당 GDP성장률 상승효과는 정치·사회·행정 불안정성 지수 값이 1단위 상승할 때 1인당 GDP성장률이 1%p 하락한다는 영향력 측정결과와 우리나라와 G7 1위 및 OECD 1위와의 정치·사회·행정 불안정성 지수 값 차이를 이용해 추정했다.

한경연은 “세계 10위의 경제력을 보유한 우리나라의 정치·사회·행정적 불안정 정도가 OECD 34개국 중 27위에 불과하다는 것은 남북분단으로 인한 원천적 리스크 요인을 감안하더라도 문제가 있어 보인다”며 “이는 지정학적 리스크 이외에도 우리나라의 정치‧사회적 갈등에 따른 불안정요인이 적지 않으며 이를 완화시키는 정부 효율성도 높지 않음을 의미하기 때문이다”고 지적했다.
