대한민국의 재난관리 수준은 어디까지 왔나?

1. 재난의 속성 - 피해갈 수 없지만 대비하면 피해최소화 가능 

 

 섬나라 일본에서는 5월에 접어들자마자 호우기 방재에 특별경계령을 내리고 정부와 지방자치단체에서 재난피해 최소화에 매달리고 있다. 이는 재난으로 인해 생명과 재산 피해를 방지하려는 노력으로 당연해보인다. 일본과 동일한 지역적 위치에 놓인 우리나라에서도 올해는 6월 20일경부터 장마철이 다가오고 여름철에는 태풍 등이 찾아드는 것은 연례행사다. 아무리 재난 대비를 잘 해도 그 피해를 피해갈 수 없으니 계절별 자연재해의 위험은 우리 주변에서 상존하는 셈이다.  

 

 필자는 각종 자연재난 피해를 방지하기 위한 방재업무 실무를 오랫동안 맡아왔고, 또 대학에서 방재이론과 연구를 해왔으며, 중앙 또는 지방자치단체에서 공직활동을 수행해오면서 방재업무 대처 능력 향상을 위한 체계적인 재난관리조직 운영 등과 관련해 꾸준하게  일해왔다. 

 

 통상적으로 재난이라 하면 자연재해와 인위적 재난으로 구분하는 게 일반적이다. 하지만 양대 구분에서도 카테고리가 불분명하거나 경계점에 놓인 재난들이 많은 게 특색이다. 자연재난이야 호우, 태풍, 지진 등 불특정시기에 같은 양상으로 발생하기 마련이지만 처해진 환경이나 시대 흐름에 따라 급변하는 재만의 유형들이 나타났다가 사라지는 특수한 재난 케이스도 있다.  

 

 현재 세계 각국에서는 코로나 19라는 보건 재난을 맞아 세계인들이 힘들게 생활해가고 있다. 모든 국가에서 방역활동과 백신이 최대 현안이 되고 있는데, 이러한 코로나 사태 역시 사회적 재난의 범주에 속하고 있는 것이다. 처음 발생할 때만 해도 곧 사라지겠지 했던 기대가 벌써 2년째를 끌면서 그 기세가 가라앉을 기미를 보이지 않고 있으니 의료 현장에서 밤낮으로 코로나  환자들과 사투를 벌이고 있는 의사와 간호사들의 희생적인 봉사가 어느 때 보다 돋보이고 있다. 

 

세계보건기구(WHO)에서 전염병 경보 단계 중 최고 위험 등급에 해당하는 팬더믹(Pandemic)선언을 한 바 있는 코로나 사태는 명백한 재난이다. 우리가 경허하고 있다시피 의료 재난현장에는 늘 생사를 넘나드는 대응 인력들이 존재한다. 과거 대구 지하철 화재 현장의 소방관들 모습이나 세월호 침몰 현장에서 위험하기 짝이 없는 수중 구조 작업에 탈진한 잠수 요원들의 모습은 우리 국민이라면 누구라도 기억하고 있을 것이다.

 

이렇듯 재난현장에서 직접 발로 뛰며 대응 활동에 참여하는 인력들을 ‘현장 초기 대응자’(First Responder)라 부르기도 한다. 반면에 재난이 발생하면 현장 대신 상황실로 달려가는 그룹을 ‘재난관리자’(Emergency Manager)라 칭한다. 예를 들면 행정안전부를 비롯한 중앙부처와 지방자치단체의 재난관리 부서의 공무원들이 이러한 부류에 속한다고 볼 수 있다.  

 

외국에서도 이와 유사하다. 미국을 비롯한 재난관리 선진국들은 재난업무 관련 핵심 종사자들을 그 속성에 따라    ‘현장 대응자’(First rsponder)그룹과 ‘재난 관리자’(Emergency Manager)그룹으로 대별한다. 우리나라의 경우 소방, 응급의료 등 재난현장을 주 활동 무대로 하는 현장 대응자(First Responder)그룹에 대한 전문성이나 그 역할(役割)에 대하여는 국민적 인지도가 높은 편이다. 또한 취업수요가 높은 전문직으로서 대학교육 인프라도 비교적 잘 갖추어져 있고 평생 직업으로서 전망도 밝은 편이다.

 

하지만 재난관리자(Emergency Manager)그룹은 응당 갖추어야 할 전문성이나 역할에 관하여 자체 인식은 높은 편이나 국민적 인지도는 거의 없는 수준이다. 정부기관 재난관리 부서의 업무는 전문성이 없는 일반직 공무원 누구라도 할 수 있는 업무로 인식되고 있다. 이미 우리나라에는 시․군․구 등 지방자치단체별 재난관리 부서에 7,000여 명 정도의 인력이 근무하고 있다. 여기에 행정안전부 재난안전관리본부를 비롯한 중앙부처, 정부투자기관인 공공기관의 재난관련 업무 부서 인력까지 포함하게 되면 재난과 관련된 업무 종사 인력은 12,000여명에 달한다. 그러나 이들은 별도의 전문 인력으로 분류되지 않고, 별도의 전문성을 필요로 하지 않는 일반 관리직원의 전체 정원 중 재난 관련 업무부서 근무 직원으로 구분되고 인식될 뿐이다. 

 

이 글에서는 국민적 인지도가 높은 재난 현장의 ‘초기 대응자’(First Responder)는 논외로 하고, 재난현장에 직접 투입되지 않지만 현장에 대한 조정, 지원 등의 관리적 업무로서 재난업무에 종사하는 12,000여명의 재난관리 분야의 종사자(이하 ‘재난관리자’ : Emergency Manager)를 대상으로 인력운용 실태와 문제점, 그리고 발전방향에 대해 고찰해보기로 한다. 

 

관점은 재난관리자(Emergency Manager)가 담당하고 있는 일들이 과연 독자적인 영역으로 구분해야 할 만큼 전문성이 요구되는 업무인지, 국가의 재난관리체계를 설계하고 기획하기 위해 그들에게 요구되는 역량은 무엇인지, 그들의 근무 실태 및 문제점이 무엇인지 분석해보고 인력의 양성 및 활용을 위한 인력생태계의 육성방안 등에 대하여 기술해 보고자 함이다.

 

2. 우리나라 재난관리조직의 변천 과정

 

우리나라 중앙정부의 재난관리 조직은 1948년 대한민국 호(號)의 출범과 동시에 갖춰졌다. 중앙행정기관인 내무부에 설치된 건설국 이수과로부터 시작되었던 것이다. 그 당시 전 세계적으로 최빈국에 속했던 대한민국은 열악한 산업 구조 하에서 1차 산업에 해당되는 농업분야의 비중이 월등하게 높던 시절이었다. 따라서  농사에 큰 영향을 미치는 태풍, 홍수 등 자연재해가 가장 큰 골칫거리였지만 인적재난이라는 개념은 희박한 시절이었다. 

 

하천관리 담당 부서인 내무부 건설국 이수과에서 재난관리 업무를 담당하게 된 것은 그 시대의 상황으로 볼 때 당연한 귀결로 보여진다. 그 이후 재난관리 조직은 대형재난이 발생할 때마다 지속적으로 확대 개편이 이루어져 왔던바, 가장 주목할 만한 변화는 2003년 2월 대구 지하철 화재 참사 이후 소방방재청의 탄생이다. 

 

이와 같이 정부출범 당시 내무부 건설국 이수과의 일개 계장급이 담당하던 재난관리 조직이 차관급의 독립된 중앙행정기관으로 거듭 태어난 계기가 대형재난 발생으로 인해서다. 2008년 이명박정부가 출범하면서 안전을 중요시하게 여겨 ‘행정자치부’의 명칭을 ‘행정안전부’로 개칭해 재난.안전기능을 대폭 강화하게 된다. 당시 중앙과 지방이라는 관점에서 볼 때에 지방발전과 관련된 지방자치 업무는 행정자치부의 핵심적 기능이기도 했다. ‘자치(自治)’라는 핵심 키워드를 ’안전(安全)‘이라는 용어로 대체하려는 정부조직 개편(안)에 대하여 지방자치 전문가나 공무원 내부에서 반대여론이 비등하였지만 ‘국민의 생명과 재산을 지키는 것 이상의 가치는 없다’는 명분에서 조직개편이 강행되었던 것이다. 

 

2013년 박근혜정권이 탄생하면서 이번에는 안전(安全)의 중요성을 강조하기위하여 ‘행정안전부’를 ‘안전행정부’로 개칭하여 재난, 안전 업무의 중요성을 다시한번 강조하게 된다. 이러한 관심 표명과 정책의지에도 불구하고 2014년 4월 세월호 참사가 발생하게 되면서 그 결과로 ‘국민안전처’라는 장관급 매머드 부처가 탄생하게 된 것인데, 이로서 1948년 계 단위로 출발한 재난관리 조직이 60여년 만에 소방방재청과 해경청을 흡수 통합한 국가 최고의 재난관리 정책부서로 자리매김 되었다. 2017년 문재인정부가 출범하면서 국민안전처는 행정안전부의 차관급 재난안전관리본부로 격하되기는 하였지만 그 위상이나 업무는 그대로 유지되고 있는 것이다. 

 

중앙조직과 함께 지방자치단체의 재난관리 부서의 경우도 동일 패턴이 반복되는 것을 볼 수 있다. 1994부터 1995년 사이에 성수대교와 삼풍백화점이 붕괴되는 후진국형 인적재난이 발생한 후 정부에서는 사태의 심각성을 인지하고 지방자치단체의 재난관리 조직을 대대적으로 확충하기에 이르렀다.

 

전국 230여개의 시․군․구 전체에 재난관리전담부서를 신설하기 위해 4700명을 증원한 것은 획기적인 조치로 여겨진다. 그로부터 10여년이 경과한 2004년 대구 지하철 화재 이후 또 다시 시․군․구에 1000여명을 증원하였다. 2014년 세월호 참사 이후에도 시․도에 2급상당 재난관리실을 설치하고 500여명의 인력을 증원하는 등 대대적인 조직보강을 실시하였다. 

 

지금까지의 중앙 및 지방 정부의 재난관리 조직의 변천과정을 살펴보면 대형재난이 있을 때마다 조직의 확대 개편이 이루어졌다는 점을 알 수 있다. 정부수립이후 재난관리 조직의 외형적 모습은 괄목할 만한 성장을 이루었다는 것은 긍정적인 측면이라 하겠다. 그러나 지속적인 조직의 확대 개편에도 불구하고 국민들의 이목이 집중되는 대형재난이 발생될 때마다, 재난관리 주무부서 관계자들에게 수고했다는 칭찬보다는 여론의 질타와 함께 비난의 도마 위에 오르는 경우가 대부분이었으니 대형재난을 바라보는 국민들의 안전 욕구는 크다고 하지 않을 수 없다.  

 

3. 우리나라 재난관리조직의 문제점, 재난관리 전공자들의 희소성

 

해마다 반복되는 일이지만 재난은 국민의 생명과 재산에 막대한 피해를 끼쳐왔음은 안타까운 일이다. 제도 개선이나 조직의 정비 등 정부와 지방자치단체의 끊임없는 노력에도 불구하고 반복적으로 재해 피해가 발생되고 있고, 그 문제점이 해결되지 못하는 원인은 무엇일까. 

 

여러 가지 문제점이 있을 수 있겠지만 무엇보다 핵심적인 것은 조직의 양적 팽창에 비하여 내부의 질적인 변화를 유도하지 못한 것이 가장 큰 실패의 요인이라는 지적이다. 다시 말해 조직을 구성하는 구성원들의 전문성에 대한 요소는 전혀 고려하지 않고 조직의 외형적 확장에만 관심을 기울여 왔다는 의미이다. 일단, 조직이 확장되면 대규모 후속인사가 뒤따르게 된다. 이때 신설된 자리는 순환보직 인사 관행에 따라 기존 인력들이 그 자리를 메꾸게 되며 승진, 전보 등을 통해 인사적체를 해소할 수 있는 절호의 기회가 된다. 

 

따라서 조직이 확충돼도 구성인력의 전문성에 대한 고려는 후순위로 밀려나게 되므로 조직의 질적 변화를 기대하기 어렵게 되는 점이다. 이러한 인사 관행은 재난관리 부서의 업무는 그 누구라도 상식적 수준에서 대처해 나갈 수 있다는 안일한 생각과 조직 확충을 기존 인력의 인사 적체 해소용으로 활용하려는 조직 이기주의에서 비롯된다고 볼 수 있다. 

 

재난관리자 역할과 요구 역량에 대한 인식의 부재에 의해 발생되는 이러한 문제는 결국 재난관리전문가 채용의 기회를 박탈시키는 심각한 결과를 초래하게 된다. 설상가상으로 인재양성의 산실인 대학에서조차  채용의 기회가 불확실한 재난관리 전문가의 육성에 소극적이라는 사실이다. 더욱 심각한 것은 이러한 문제를 문제로 인식하지 못하기 때문에 해결의 실마리가 보이지 않고 있다는 점이다. 

 

실제로 우리나라는 국제 재난관리자 협회(International Association of Emergency Manager)에서 요구하는 글로벌한 수준의 재난관리자(Emergency Manager)를 체계적으로 육성시킬 수 있는 대학은 거의 없다고 볼 수 있다. 육성하는 곳이 없으니 체계적인 교육을 받은 교수 요원도 찾아보기 어렵다. 사정이 이러하다보니 불확실한 미래를 향해 재난관리를 전공하고자 하는 지원자들의 수가 적어진다는 것이다.

2. The process of change of disaster management organization in Korea
