'균형 외교', 미국-중국 갈등 시대에서 한국 외교가 나가야 할 새로운 길

한국 외교의 사령탑인 서훈 청와대 국가안보실장과 정의용 외교부 장관이 동시에 미국과 중국으로 가서 외교행사를 벌였다.

 

 

서훈 안보실장은 지난 2(현지 시간) 미국 워싱턴 DC 인근 해군사관학교에서 제이크 설리번 백악관 국가안보보좌관, 기타무라 시게루 일본 국가안보실장 등과 한미일 3국 안보실장 회의를 했다. 이번 회의는 주로 북핵 문제를 논의하는 자리였으나, 인도태평양 지역 안보 문제와 민주적 가치 연대 등 중국을 겨냥한 '저강도 논의'도 이뤄졌다. 미국은 이번 회의에서 북핵 이슈를 메인으로 하되, 중국에 대한 견제를 끼워 넣고자 하는 의도를 드러냈다.

 

 

같은 시각 정의용 외교부 장관은 중국 푸젠(福建)성 샤먼(廈門)을 방문해 왕이 중국 외교 담당 국무위원 겸 외교부장을 만났다. 지난 3일 열린 한중 양국 외교장관 회담에서는 시진핑 중국 국가주석의 연내 방한 등 양국 관계 발전 방안과 한반도 평화 프로세스 진전 방안 등이 협의됐다. 이날 회담에서 왕이 외교부장은 모두 발언을 통해 "국제법에 기반 해 국제질서를 유지하고 다자주의를 함께 지키며 공동이익을 확대하길 바란다"고 말했다. 가치 동맹을 규합해 중국을 압박하려는 미국을 겨냥한 발언이다. 정의용 장관은 "미국은 동맹이고 중국은 중요한 파트너이니 양국이 갈등 보다는 협력할 수 있는 일에 힘을 쏟았으면 좋겠다"는 취지로 발언한 것으로 알려졌다. 미중 양국의 갈등구조 한 가운데 놓인 한국 외교의 수장으로서 고심이 느껴지는 대목이다.

 

 

외교는 국가이익을 다루는 '총성 없는 전장(戰場)'이다. 의전과 레토릭 속에 국가이익의 칼날이 번뜩이는 현장이기도 하다. 특히 한국처럼 강대국 틈바구니에 낀 나라의 입장에서는 외교의 성패가 국가의 존망을 좌우한다.

 

 

지금 한국 외교는 시험대에 올랐다. 가치 동맹을 규합하며 반중 국제질서를 구축하려는 미국과 다자주의를 주장하며 미국에 맞서는 중국 사이에서 국가이익을 지켜야 하는 어려운 상황에 놓였다. 정의용 장관의 말처럼 한국은 동맹인 미국을 외면할 수도 없고, 중요한 파트너인 중국을 소홀히 할 수도 없다. 미중 양국이 협력하면 더없이 좋겠지만 현실은 미중 양국의 갈등이 향후 수 십년 간 지속될 가능성이 크다는 것이다.

 

 

결국 미중갈등 구조 속에서 한국 외교는 국가의 안전 보장과 한반도 평화라는 핵심 국가이익을 지키기 위해 미중 양국 중 어느 한쪽 편을 들기보다는 '전략적 균형 외교'를 선택해야 한다. 이를 위해 우리는 대외정책에서 몇 가지 점을 고려해야 할 필요가 있다.

 

 

우선 한미동맹에 대한 '맹목적 신화'에서 벗어나야 한다. 한미동맹은 한국전쟁이후 한국의 안전보장을 위해 만들어진 것이지만, 68주년이 지난 지금 동맹의 효용성에 대해 의문이 제기되고 있다. 김준형 국립외교원장은 최근 펴낸 자신의 저서 '영원한 동맹이라는 역설'에서 한미동맹에 대한 과도한 의존을 '가스라이팅 상태'(타인의 심리나 상황을 교묘하게 조작해 지배력을 강화하는 행위를 뜻하는 심리학 용어) 또는 '동맹중독'으로 비판했다. 이수혁 주미대사도 지난해 10"한국은 70년 전에 미국을 선택했기 때문에 앞으로도 70년간 미국을 선택하는 것은 아니다. 우리의 국익이 돼야 미국을 선택하는 것"이라고 말했다. 한미동맹에 대한 맹목적 믿음과 추종을 바탕으로 외교 전략을 짜는 것은 비현실적이고 위험하다는 뜻이다.

 

 

두번째, 한국의 특수한 안보적 상황이다. 한국은 일본과 달리 한반도 평화 프로세스의 당사자이며, 평화에 국가의 생존이 달려 있다. 한반도에 평화를 유지하고 전쟁을 막는 것이 최고의 선()이다. 현실적으로 북한과 가장 긴밀하게 소통하는 중국과의 협력 없이 한반도 평화를 유지하기는 어렵다. 필자는 지난 2일 정세균 국무총리와 오찬 정책대화를 하는 자리에서 "한반도 평화를 위해 무한책임을 져야 하는 한국의 입장에서 '쿼드(Quad)' 참여는 결코 바람직하지 않다"고 말했다. 중국의 핵심이익과 충돌하는 외교는 현명하지도 바람직하지도 않다.

 

 

셋째, 경제적 관점에서도 중국과의 관계는 매우 중요하다. 이제 우리 경제에서 중국과의 협력은 선택의 문제가 아닌 생존의 문제가 되었다. 사드 갈등 이후 한국 경제가 처한 어려움을 돌이켜 보면 한중 협력의 중요성은 너무나 자명하다. 이제 한중 양국 관계는 뗄레야 뗄 수 없는 '순망치탈(脣亡齒脫 - 입술이 없으면 이가 빠진다는 뜻)'의 관계가 되었다.

 

 

대통령 외교안보특보를 지낸 문정인 세종연구소 이사장은 최근 발간한 '문정인의 미래 시나리오'에서 미중갈등이라는 도전에 직면한 한국 외교가 나가야 할 길을 '진영 외교를 넘어선 초월적 외교'로 제시했다. '균형 외교'이든 '초월적 외교'이든, 이제 한국 외교는 한미동맹의 주술(呪術)에서 벗어나야 한다. 한국 외교는 한반도 평화를 위한 '균형 외교'의 길을 새롭게 걸어야 한다. kingkakwon@naver.com
