한국의 현대정치, 민주주의는 민권력(民權力)으로 이룩됐다. 박정희-전두환 군사 쿠데타 정부 하, 철권 압제(壓制)정치가 민중의 저항과 시위로 몰아내졌다. 민권력을 신장시킨 대표적인 정치인으로는 김영삼-김대중 전 대통령을 꼽을 수 있다, 그분들은 민주화 과정에서 헌신했다. 김영삼은 닭 모가지를 비틀어도 새벽은 온다고 했고, 김대중은 행동하는 양심을 부르짖었다.
1987년 대통령 선거 때부터는 국가의 최고 정치지도자인 대통령을 국민이 직접 선출해왔다. 국민, 즉 민중(民衆)이 선출해온 것이다. 대통령은 사회학에서 말하는 대중-민중만이 뽑게 돼 있다. 오직 민권력만이 대통령을 뽑을 수 있게 돼 있다.
윤석열 전 검찰총장은 어떤 인물인가? 언론들은 윤석열 전 검찰총장이 검찰을 떠나면서 정치권이 요동친다고 보도하고 있다. 아마 대선후보로 지지율 여론조사 결과 때문인 듯하다. 윤석열 전 검찰총장은 국가기관인 검찰의 실세로서, 검찰이란 공권력 집행기관의 수장이었다. 전직 대통령이었던 이명박-박근혜 투옥의 선봉장이기도 했다.
윤석열 전 검찰총장이 지녔던 힘, 즉 공권력은 스스로 만들어낸 자력적(自力的)인 게 아니었다. 그는 대통령이 임명한 임명직 공무원이었다. 임명직이란 살아 있는 현실 권력이 붙여준 일종의 계급장 같은 것이다. 그런 그가, 공권력으로 살아온 그가 민권(民權)으로 이뤄낸 지지율인양 대중을 현혹하면서 정치권을 요동치게 하고 있다.
문재인 정부, 그 이후의 미래 권력은 어떻게 창출될까? 어김없이 헌법이 정한 수순에 따라 국민이 뽑게 돼 있다. 대한민국 권력은 더 이상 총구(銃口)에서 나오지 않는다. 서슬 퍼런 군사정부 시대가 아니기 때문이다.
윤석열 전 검찰총장은 공권력 속에서만 살아왔다. 2012년 3월5일부터는 공직자가 아닌, 일개 시민 신분이다. 공권력의 시대를 졸업하고, 이제는 민권력 속으로 유입됐다. 걸음마 단계이다. 그런 그가 대권을 넘보고 있는 모양인데, 최후의 승리로 이어질지는 미지수이다.
그는 민권력이 무언지 잘 모르는 공권력 속의 인물이었다. 민권력이 무언지 잘 모르는 우물 안 개구리 신세였다. 대통령이 붙여주었던 검찰총장직이란 계급장의, 공권력의 위력이 민권력으로까지 이전(移轉)될 수 있을까? 전혀, 아닐 것이다.

판사-대법관-감사원장-국무총리 출신이었던 이회창 전 한나라당 대표는 공권력의 힘으로 정치적인 인기를 끌면서 대통령 후보자리까지 다가갈 수 있었다. 그러나 대권(大權)이라는 큰 뜻을 이루지는 못했다. 윤석열 전 검찰총장은 이회창 전 총리를 반면교사(反面敎師)로 삼을 필요가 있다. 이회창 전 총리는 공권력의 실세였으나 민권력을 얻는 데는 실패했다. 윤석열 전 검찰총장은 이회창의 전철을 밟지 말라는 법이 없다. 윤석열 전 검찰총장은 이런 류(類)이다.
윤석열 전 검찰총장은 2021년 3월4일부로 검찰총장이라는 계급장이 떨어졌다. 군대식으로 말하면, 그는 이제 전직 검찰총장일 뿐이다. 그를 옹호하고 받혀 주었던 공권력은 더 이상 그의 편이 아니다. 지금 우리사회는 “대권(大權) 전쟁, 민권력(民權力)의 시대냐? 공권력(公權力)의 시대냐?”의 흐름을 목격하고 있다. 보나마나. 민권력의 시대이다. moonilsuk@naver.com

The modern politics of Korea, Manchuria, was achieved through civil power. Under the government of Park Jeong-hee-Chun Doo-hwan military coup, the politics of iron fist repression was driven out by popular resistance and protests. The representative politician who has increased civil power is former President Kim Young-sam-Kim Dae-jung, who devoted themselves in the process of democratization. Young-sam Kim said that even if he twisted the chicken, the dawn would come, and Dae-jung Kim cried out his acting conscience.
Since the 1987 presidential election, the people have directly elected the president, the country's top political leader. The people, that is, the people (民衆) have been elected. The president is supposed to be elected only by the public and the people in sociology. Only civil power can elect a president.
What kind of person is the former Prosecutor General of Prosecutor Yoon Seok-yeol? The media are reporting that the political power fluctuates when former Prosecutor General Yoon Seok-yeol leaves the prosecution. Probably because of the results of polls by the approval rating as a candidate for the presidential election. Former Prosecutor General Yoon Seok-yeol was the real life of the state agency, the prosecution, and the prosecution was the head of a public authority enforcement agency. He was a former president, and he was also the vanguard of the imprisonment of Lee Myung-bak and Park Geun-hye.
The power that the former prosecutor general had, that is, public power, was not self-made. He was an appointed official appointed by the president. It seems that he is overtaking the prevailing power, but it is unknown whether it will lead to the final victory.
He was a person in public power who did not know what civil power was. He was a frog in a well who didn't know what civil power was. Can the power of the rank-in-chief and public power of the rank of prosecutor-general, which the president assigned to him, be transferred to civil power? Not at all.
Former GNP President Lee Hoi-chang, who was formerly a judge, Supreme Judge, Auditor, and Prime Minister, was able to reach the position of presidential candidate, gaining political popularity through the power of public power. However, he did not achieve the great meaning of great power. Former Prosecutor General Yoon Seok-yeol needs to make former Prime Minister Lee Hoi-chang a counter-teacher. Former Prime Minister Lee Hoi-chang was in the real world of public power, but failed to gain civil power. Former Prosecutor General Yoon Seok-yeol does not have a law against stepping on Lee Hoi-chang's train. Former Prosecutor General Yoon Seok-yeol is such a ryu.
As of March 4, 2021, former Prosecutor General Yoon Seok-yeol dropped the rank of prosecutor-general. Militaryly speaking, he is now only a former prosecutor general.
