완장(腕章)이라는 것이 있습니다. 팔에 감거나 붙이는 휘장(徽章)이지요. 그런데 사람이 갑자기 완장을 차면 사람이 달라집니다. 일종의 권력이 생기거든요. 팔에 감는 완장은 크게 눈에 띄기 때문에 멀리서도 쉽게 구별할 수 있습니다. 따라서 완장은 ‘권력, 권한을 가진 사람’이라는 의미로 사용되기도 합니다.

나라와 국민들을 위해서 귀한 일을 좀 해 달라고 감투를 씌워주고 완장을 달아 주었더니 제 본분을 잊고 엉뚱한 일에 감투를 사용하는 것이지요. 착한 국민들을 힘들게 만들고 괴롭게 만드니 우리는 언제까지 그런 모습을 지켜보아야 하나하고 한숨만 나옵니다.
