‘동반성장’ 삼성, 5330개 1·2·3차 협력사와 공정거래 협약 체결

브레이크뉴스 정민우 기자= 삼성은 28일 삼성전자, 삼성디스플레이, 삼성전기, 삼성SDI, 삼성SDS, 삼성물산(건설·패션), 삼성중공업, 삼성엔지니어링, 제일기획, 호텔신라, 세메스 등 11개 계열사와 함께 5330개 1·2·3차 협력회사와 공정거래 협약을 체결했다고 밝혔다.

 

이날 수원 삼성 디지털시티에서 개최된 ‘삼성-협력회사, 공정거래 협약식’에는 최근 코로나19 여파에 따른 사회적 거리두기 지침으로 참석자 수를 제한, 삼성전자·삼성디스플레이·삼성전기와 1·2·3차 9개 협력회사가 대표로 참여했다.

 

협약식에는 조성욱 공정거래위원장, 김기남 삼성전자 대표이사(부회장), 최윤호 삼성전자 사장, 이동훈 삼성디스플레이 대표이사(사장), 경계현 삼성전기 대표이사(사장), 김영재 삼성전자 협력회사 협의회(협성회) 회장(대덕전자 대표이사) 등 20여 명이 참석했다.

 

삼성은 이번 협약을 통해 공정거래 문화 정착과 동반성장 활동이 3차 협력회사로까지 확대되는 토대를 마련했다. 또한, 코로나19 여파 등으로 불확실한 경영 환경 아래 삼성과 협력회사는 함께 노력해 경쟁력을 제고하고 상생하는 산업 생태계를 조성해 나갈 계획이다.

 

삼성은 2011년부터 삼성-1차 협력회사간, 1차-2차 협력회사간 협약을 맺어 왔으며, 2018년부터는 2차-3차 협력회사간 협약까지로 범위를 확대했다.

 

먼저, 삼성전자는 2004년 국내 기업 최초로 협력회사 전담 조직을 신설해 협력회사 대상 경영환경 개선과 경쟁력을 강화할 수 있는 상생협력 활동을 시작했다. 삼성전자는 협력회사를 대상으로 경쟁력을 제고할 수 있도록 △자금지원 △기술·제조혁신 △인력양성 등 3대 분야를 중점적으로 지원하고 있다.

 

자금지원은 2005년부터 중소·중견 협력회사에 물품 대금을 전액 현금으로 지급하고 있으며, 2017년부터는 1차 협력회사가 2차 협력회사와의 물품 대금을 30일 이내 현금으로 지급할 수 있도록 5000억 원 규모의 물대지원펀드를 조성해 무이자 대출을 지원하고 있다.

 

협력회사 경영 안정화를 위해서도 2010년부터 1조 원 규모의 상생펀드를 조성, 협력회사의 설비 투자·기술 개발 등 필요 자금을 저금리로 지원하고 있다.

 

2018년에는 1·2차 협력회사 중심으로 운영해 온 자금지원 프로그램을 3차 협력회사로 확대해, 3차 협력회사 전용 펀드(상생펀드와 물대지원펀드)를 추가로 조성해 운용하고 있다.

 

기술·제조혁신은 협력회사의 미래 성장 동력 발굴을 위해 2009년부터 국내 대학·연구기관이 보유한 우수 기술을 소개하는 ‘우수기술 설명회’를 개최하고 있다.

 

2015년부터는 보유 특허 2만7000건도 무상으로 개방해 협력회사뿐 아니라, 미거래 중소·벤처기업들도 무상 특허 양도를 통해 언제든지 사업화나 기술 개발에 활용할 수 있도록 했다.

 

경영관리, 제조, 개발, 품질 등 해당 전문분야에서 20년 이상의 노하우를 가진 삼성전자 임직원 100여 명을 협력회사 제조현장에 투입, 협력회사의 취약 분야에 대해 맞춤형 경영 자문과 기술 지도도 제공하고 있다.

 

인력양성의 경우 삼성전자는 2013년 협력회사의 교육을 전담하는 ‘상생협력아카데미 교육센터’를 신설해 협력회사의 체계적인 인재 육성을 지원하고 있다.

 

협력회사 임직원 역량 강화를 위해 총 500여 개의 온·오프라인 교육 과정을 개설하고, 삼성전자 임직원에게 제공되는 수준의 교육체계와 콘텐츠를 협력회사 임직원에게도 무상 지원하고 있다. 2012년부터는 ‘삼성 협력회사 채용 한마당’을 개최해 협력회사 우수인력 확보와 청년 실업난 해소에도 기여하고 있다.

 

아울러 삼성전자는 2015년부터 추진해오던 스마트공장 사업을 2018년부터는 중소·중견기업에 필요한 종합지원 활동으로 발전시켜 지원하고 있다.

 

삼성전자는 중소벤처기업부와 2018년부터 2022년까지 매년 각각 100억 원씩 총 1000억 원을 조성해 중소기업 대상으로 스마트공장 구축 사업을 지원하고 있다. 특히, 삼성전자는 100억 원의 재원을 추가로 지원해 국내외 바이어 발굴, 글로벌 홍보, 교육 프로그램 등을 운영하고 있으며, 200여 명의 삼성전자 제조 전문가들도 스마트공장 구축 지원사업에 투입하고 있다.

 

삼성전자는 제조현장 혁신, 환경안전 개선, 제조운영시스템 구축뿐만 아니라, 판로개척, 인력양성, 기술확보까지 지속성장 가능 체계를 구축해주는 종합지원 활동으로 추진 중에 있다.

 

이 외에도 삼성전자는 2018년 505개, 2019년 566개의 기업을 대상으로 구축을 완료했다. 지난 스마트공장 지원사업은 2015년 120개 중소∙중견기업을 시작으로, 2016년 479개사, 2017년 487개사, 3년간 1086개사가 삼성전자의 제조 노하우를 전수받은 바 있다.

More than 100 employees of Samsung Electronics who have more than 20 years of know-how in relevant areas such as business management, manufacturing, development, and quality are put into the manufacturing sites of partner companies, and customized management advice and technical guidance are provided for the vulnerable areas of partner companies .

 

In the case of manpower training, Samsung Electronics was in charge of training for partners in 2013.

The “Win-Win Cooperation Academy Education Center” has been newly established to support the systematic development of human resources for suppliers.

 

A total of 500 online and offline training courses are opened to strengthen the capabilities of employees of partner companies, and the level of education system and contents provided to employees of Samsung Electronics are provided to employees of partner companies for free. Samsung Electronics is supporting the smart factory construction project for SMEs by raising a total of 100 billion won each year from 2018 to 2022 with the Ministry of SMEs and Startups. Samsung Electronics is promoting not only manufacturing site innovation, environmental safety improvement, and manufacturing operation system establishment, but also as a comprehensive support activity that establishes a system capable of sustainable growth, including market development, manpower development, and technology acquisition.

 

In addition, Samsung Electronics completed the construction for 505 companies in 2018 and 566 companies in 2019. In the last smart factory support project, starting with 120 small and medium-sized companies in 2015, 479 companies in 2016, 487 companies in 2017, and 1086 companies in 3 years received Samsung Electronics' manufacturing know-how.
