“트럼프-바이든 누가 되든 한국 경제엔 적신호”

전경련 "미국 민주당·공화당 모두 자국우선주의 기조..미중갈등도 지속"

브레이크뉴스 정명훈 기자= 전국경제인연합회는 오는 10월 3일 예정돼 있는 미국 대선에서 도널드 트럼프 대통령이 재선에 성공하거나 조 바이든 민주당 후보가 당선되든 한국 경제엔 적신호가 켜질 것으로 전망했다.

 

공화당과 민주당 모두 대외정책에서 자국우선주의 기조를 보이고 있어 미중갈등이 지속될 가능성이 높다는 이유에서다.

 

전경련은 28일 "공화당과 민주당의 집권이후 정책방향을 가늠하는 공약집 내용을 분석한 결과, 양당이 미국 국내정책에서는 당 성향에 따라 뚜렷한 차이를 보였지만 대외 통상이슈와 중국에 대한 강경대응 기조 등은 유사했다"고 밝혔다.

 

전경련에 따르면 민주당과 공화당의 국제무역에 대한 입장은 모두 '미국 이익 우선' 기조 유지이다. 양당 모두 무역협정의 외연 확대 보다는 미국의 경쟁력과 이익 제고를 최고 가치로 삼고, 지적재산권 보호 강화, 해외부패방지법, 공정 무역 등을 추진하고 있다.

 

자국의 노동자를 보호하기 위한 정책도 지속하고 있다. 민주당은 새로운 무역 협정 체결에 있어 미국 노동자 보호 조항을 기반으로 할 것을 공약으로 내걸었고, 공화당 역시 미국 일자리를 보호하는 공정거래법 제정을 약속했다.

 

아울러 민주당은 트럼프 정부의 대표정책인 미국우선주의 등 보호무역주의를 공약에 반영했다. 지난 4년간 트럼프 정부의 보호무역주의가 지속한 탓에 자동차, 철강 관련 관세 및 세이프가드 등 비관세장벽으로 우리 경제는 힘든 시간을 보내고 있다. 여기에 한미FTA 이행 등에 대한 미국 측의 압박 또한 지속될 가능성이 크다.

 

이와 함께 중국 관련 정책에 있어서도 양당의 공약은 크게 다르지 않았다. 양당 모두 환율 조작, 불법 보조금 등을 문제삼으며 중국의 불공정 행위를 좌시하지 않겠다는 입장이며 미국의 일자리와 투자가 중국 등 해외로 유출되는 것을 방지하겠다는 의지를 보이고 있다.

 

민주당의 경우 2016년 민주당 정강에 명시됐던 "하나의 중국(One China Policy)"을 인정한다는 문구가 사라지고, 남중국해와 홍콩 이슈 등까지 언급되는 등 중국에 대해 보다 강경한 입장으로 선회했다.

 

대중 강경파인 트럼프 대통령은 '중국에 대한 의존 단절'을 공약으로 내건 뒤, 중국 내 미국기업 투자와 일자리를 미국으로 되돌리기 위해 공격적인 정책까지 내놓았다.

 

이같은 상황에 대해 전경련은 "미국의 대선 결과와 상관없이 한국 경제계는 긴장 상태가 지속될 가능성이 높다"고 봤다.

 

중국 의존도가 높은 한국은 지난 2017년 촉발된 미중 무역분쟁과 미국의 강화된 수입규제 조치로 인해 직·간접적 피해를 겪었기 때문이다. 한국은행은 미중 무역분쟁으로 인한 2019년 성장률 하락폭이 0.4%p에 이른다고 밝혔다.

 

김봉만 전경련 국제협력실장은 "한국과 관련 깊은 대외정책인 국제무역과 대중국 정책에서는 양당이 매우 유사한 입장"이라며 "정도와 방법의 차이는 있을 수 있지만 미국우선주의와 미중분쟁이 지속될 것은 자명하고 이는 한국경제에 적신호"라고 지적했다. 그러면서 "지난 3년간의 케이스 스터디 등을 통해 우리 정부와 경제계가 함께 불확실한 통상환경에 대비한 대응책 마련이 필요하다"고 덧붙였다.
