Survey on Farmland Usage... We Must First Consider the Tears and Lives of Farmers!
Jang Gap-sun, Chairman of the Seosan City Council
As a farmer who was born the son of a farmer and has spent a lifetime working the land, I understand the value of farmland more deeply than anyone. I fully support the policy intent of curbing speculation and managing farmland in a way that prioritizes actual cultivators. However, systems designed to protect farmland must not become yet another burden on farmers who have spent their lives tilling the fields.
Recently, with the strengthening of surveys on farmland usage, strict sanctions—such as mandatory disposal orders and the imposition of enforcement fines—are being implemented for fallow land. Yet, rather than focusing solely on the fact that farming is not taking place, we must first examine the circumstances and realities that forced farmers to abandon the land.
The reality of rural areas today is truly harsh. Even after sweating under the scorching sun to grow crops, agricultural prices remain stagnant, while labor costs, the price of farming materials, and machinery rental fees skyrocket. Farmers face a daily routine of worrying about price crashes during bumper harvests and insufficient yields during poor ones. Amidst a structural crisis where working oneself to the bone yields little financial return, aging farmers are hitting the limits of their physical endurance.
In this climate, even selling or leasing the land is difficult. Given the rural population decline that makes finding cultivators a challenge, forcing the disposal of land simply because it is not being farmed is a cruel measure that disregards a livelihood built on a lifetime of sweat and tears. Farmers do not stop farming out of a lack of will, but because the reality makes it impossible.
Therefore, before conducting farmland surveys and imposing sanctions, we must first establish viable alternatives for farmers. We must improve leasing and consignment systems to facilitate the transfer of farmland from elderly farmers to young or professional farmers, while expanding practical support measures such as outsourced farming services. Before resorting to punitive measures, administrative authorities should first listen to the farmers—asking why they are unable to farm and what assistance is needed to help them cultivate the land again.
Preserving farmland ultimately begins with safeguarding the lives of the farmers who have tended that land. It is time to move away from a one-dimensional administrative approach that focuses solely on the land itself and shift toward a compassionate agricultural policy that fully considers the farmers' circumstances. I hope for the realization of policies that embrace the lives of farmers, ensuring that their hard-earned sweat does not turn into tears of despair.
