Daejeon City Council Member Kim Mi-hee Focuses on Duplicate Projects and Omitted Documents in Office of Education Settlement Reports...

On the 8th, the Education Committee of the Daejeon Metropolitan Council held its third meeting of the 299th Regular Session to review the approval of the settlement of accounts for the Daejeon Metropolitan City Special Account for Education Expenses for the 2025 fiscal year, as well as the expenditure of reserve funds and the settlement of funds. During the meeting, Council Member Kim Mi-hee focused her criticism on the Office of Education and its affiliated agencies regarding the preparation of data based on administrative expediency and the inadequate state of project and document management.

During her questioning on the second day of the settlement review, Council Member Kim pointed out that the methods used to record details of "school operating expense support" differed between the Office of Education and the East and West Offices of Education.

Council Member Kim urged, "It is difficult to compare at a glance because the classification standards and formats for common and individual current operating expenses vary by institution. Since this is not merely a budgetary issue but a matter of administrative fundamentals and data reliability, standards must be unified starting from the next settlement to enhance transparency and usability."

Subsequently, during the review of the Daejeon Lifelong Learning Center, she pointed out the issue of overlapping implementation of similar projects. Representative Kim stated, “Despite the existing ‘Visiting Parent Education’ program, a similar ‘Guidebook Education’ is being operated as a separate project with a dedicated manager.” Addressing the Director of the Lifelong Learning Center, he urged him to “establish a central focus in organizational operations by consolidating overlapping projects and clearly adjusting the division of roles based on communication among staff.”

He also strongly criticized the Daejeon Education Information Center for its poor management of basic supporting documents.

Representative Kim pointed out, “It is inappropriate that while security pledges for resident personnel exist, certificates of employment—which prove actual work status—are treated as non-existent due to the termination of the project.”

Furthermore, noting that “the fact that only website vulnerability check results exist while annual regular inspection plans are missing raises doubts about whether systematic inspections were conducted,” he urged the center to establish management measures to ensure that relevant documents are systematically preserved even after the project ends. On this day, Assemblywoman Kim Mi-hee called for the revitalization of the "Parent Support Committee," which assists students experiencing school maladjustment and emotional difficulties in adapting to school life.

Assemblywoman Kim emphasized, "Counseling does not stop at merely presenting solutions to problems; it is a process of standing by the child's side, looking in the same direction, and helping them find the strength and motivation to continue their school life on their own."

She added, "It is crucial to monitor students' adaptation to school life and emotional changes," and urged the Office of Education to "actively listen to voices from the field and strengthen the revitalization and support of the system so that members of the Parent Support Committee can play a substantial role."
