국민의힘 대전광역시당이 이번 지방선거를 통해 제도권에 진입한 소속 광역·기초의원들의 정책 역량 강화와 공직 기강 확립을 위해 본격적인 등원 준비에 나섰다.
시당(위원장 이은권)은 18일 오후 2시 시당 강당에서 제9회 전국동시지방선거 당선 의원들을 대상으로 의정 실무 능력을 기르고 공직자로서의 자세를 가다듬는 당선자 워크숍을 개최했다.
이날 행사에는 이은권 시당위원장을 비롯해 대전 지역 광역·기초의원 당선인들이 대거 참석했으며, 시당위원장의 격려사를 시작으로 정당정치의 본질과 지방의회의 핵심 역할에 대한 전문가 특강, 실무 의정활동 안내 등이 짜임새 있게 진행됐다.
이은권 시당위원장은 인사말에서 “이번 당선은 개인의 명예나 성취에 머무르는 것이 아니라, 당과 대전시민이 부여한 엄중한 책임과 의무라는 점을 가슴 깊이 새겨야 한다”고 목소리를 높였다.
이어 “현재 대전의 국민의힘 의원들이 마주한 정치적 상황은 그 어느 때보다 막중한 역할을 요구하고 있다”며 “임기가 끝나는 순간까지 등원 초기의 겸손함과 초심을 유지하며, 시민들의 삶을 바꾸는 신뢰받는 의정활동을 펼쳐달라”고 엄포를 놓았다.
이어진 첫 번째 세션에서는 조상환 국민의힘 고문이 단상에 올라 ‘국민의힘과 정당정치의 이해’라는 주제로 강연을 펼쳤다. 조 고문은 대한민국의 근간을 이룬 자유민주주의와 시장경제의 역사적 맥락을 짚어내며 정당정치의 당위성을 피력했다.
그는 “지방의원들은 민생 현장의 가장 가까운 곳에서 우리 당의 정체성과 가치관을 시민들에게 전달하는 핵심 통로”라며 “확고한 국가관과 올바른 역사적 인식을 바탕으로 책임감 있는 의정 행보에 나서야 한다”고 주문했다.
두 번째 세션에서는 안희대 시티저널 대표가 ‘지방의회의 이해’를 주제로 바통을 이어받아 실무 중심의 조언을 건넸다. 안 대표는 “지방의원의 정체성은 행정부에 대한 철저한 감시와 견제, 그리고 실현 가능한 대안 제시에서 나온다”며 “이를 수행하기 위해서는 끊임없이 연구하고 공부하는 의원이 되는 수밖에 없다”고 단언했다.
특히 지방자치법과 의회 기본조례, 회의규칙, 정부 예산편성지침 등을 지방의원이 반드시 마스터해야 할 ‘4대 필수 텍스트’로 꼽으며, 의정활동의 성패는 결국 철저한 자료 분석과 학습량에서 갈린다고 설명했다.
또한 “현재와 같은 소수 의석 국면일수록 단순한 정치적 공방이 아닌, 치밀하게 준비된 정책 역량과 논리적인 데이터로 승부해야 한다”며 “의회 내부의 소모적인 정쟁을 지양하고 오직 주민 복리와 지역 경제 활성화에만 화력을 집중하라”고 뼈 있는 조언을 던졌다.
이번 워크숍은 당선인들이 풀뿌리 민주주의의 가치와 의원의 소임을 재확인하고, 대전시민들의 눈높이에 부합하는 생산적인 의정활동을 다짐하는 계기가 됐다. 국민의힘 대전시당은 앞으로도 소속 의원들이 공백 없이 의정 역량을 극대화하고 지역 밀착형 민생 과제를 해결할 수 있도록 상시적인 교육 체계와 행정적 지원을 이어갈 방침이다.
