제1차 세계대전이 끝난 후에도 메카를 거점으로 한 후세인 이븐 알리(Husayn ibn ‘Ali, 1852~1931, 재위 : 1916~1924)의 하심 가문, 하일(Hail)을 중심으로 한 라시드 가문, 리야드를 본거지로 한 사우드 가문의 대립은 아라비아 내에서 팽팽하게 지속되었다. 사우드 가문은 초창기의 소박한 이슬람으로 돌아가자는 복고주의의 기치 아래 역사의 흐름 속에서 여러 가지 관행으로 누적된 당시의 이슬람, 구체적으로 볼 때 사회상을 개혁하기 위해 그 기반을 다지고 있었던 상황이었다. 한편, 하심 가문의 후세인 이븐 알리는 이슬람의 성지 메카의 지배자이며 예언자 무함마드의 직계 자손이라는 혈통을 내세워 아라비아인 거주 지역들을 그의 영도 아래 통합하려는 야심을 가지고 있었다. 후세인은 터키 이스탄불에서 수년 동안 거주했을 당시 오스만투르크 제국 술탄의 궁전을 왕래하며 그와 교제한 결과, 1908년 메카에서 세습적 아미르 제위를 받을 수 있었다.

사우디아라비아의 국가 재정은 세계 최대의 석유 매장 국가이며 수출 국가인 관계로 그 수입에 의존하고 있으며, 아라비아와 미국의 석유 회사인 아람코(Aramco : Arabian-American Oil Company)는 여전히 사우디아라비아 내의 석유 개발권과 경영권을 가지고 있지만 아람코의 유전 사용료는 점차 증가 추세에 있는 현실이다. 더불어 히자즈 지방에서 금광이 발견되어 금을 생산하고 있으나 그 양은 많지 않다. 그러나 석유 수입이 안정적으로 들어오면서 사우드 가문의 정권도 안정적인 상태가 되었고, 국민 복리, 교육 시설의 신축 등 많은 사업이 추진되었다. 1971년의 제4차 중동 전쟁 이후 석유 값의 폭등으로 외화 수입이 크게 증가하자 산업, 항만, 주거 시설의 확장과 신축에 투자하게 된다. 이 사업에 한국의 건설 기업들도 참여하여 국내 경기에 호황을 가져와 1970년대에는 중동 경기가 한국 경제를 지탱하고 있기도 했다.
제2차 세계대전 중에 사우디아라비아의 비중은 전략적, 또는 경제적으로 매우 미약한 상태였고, 사우드 가문도 세계대전에 대해 관망하는 자세로 일관했기 때문에 전쟁의 피해는 무사히 지나갈 수 있었다. 그 후 팔레스타인 문제가 대두되었을 때도 사우드 왕가의 권력 체제를 유지하려는 절대적인 명분으로 인해 아랍 급진주의자에게 있어 매우 미온적인 정책을 취하게 된다. 1950년대에서 1973년의 제4차 중동 전쟁이 일어났을 때까지만 해도 사우디아라비아의 영향력은 중동 지역 밖으로 거의 미치지 않았고, 아라비아 반도 역내에서의 비중도 비교적 허약한 상태였다. 다만, 1962년 9월에 예멘(당시 북예멘)에서 쿠데타가 발생하여 이맘이 퇴출되었다. 이를 계기로 왕당파와 공화파 사이에 내전이 일어나자, 반도 내의 세력 균형이 붕괴되는 것을 두려워한 사우드 왕가와 사우디아라비아는 내전에 개입하여 왕당파를 지원했다. 이에 대응해 이집트는 공화파를 지원하니 내전은 장기전으로 비화되었다. 결국 1970년에 두 파벌 간에 타협이 이루어지면서 내전은 종식되었다.

또한 이란 이슬람 혁명의 여파가 자국 내에까지 미치는 것을 예방하기 위해서 이란-이라크 전쟁 시기(1980~1988)에는 이라크를 지지하기도 했다. 여기에서도 아라비아계 내에서 초강경적인 국가들인 시리아, 리비아, 남예멘, 알제리가 이란을 지지했던 것을 보면 좋은 대조를 이룬다고 할 수 있다. 아라비아계 내에서 강경국과 온건국의 차이는 팔레스타인 문제와 관련하여 이스라엘과 그 배후 국가로 나타나고 있는 미국에 대한 외교적 정책의 강약에 따라 편의상 국제 정치학적으로 구분하고 있는 20세기 말의 용어로 볼 수 있다. 사우디아라비아는 특정 국가와의 군사 동맹을 맺고 있지는 않고 있지만 사우드 왕가가 권좌에 있는 상태에서 외교적으로는 친 서방 중립 정책을 상당 기간 동안 추구할 것으로 보이며, 1991년 걸프 전쟁에서 노골적으로 미국을 지지하면서 타 아라비아인들의 반감을 샀다. 그리고 약 4,000명 규모의 미군이 사우디아라비아 영역 내에서 주둔하고 있는 사실이 이를 반증해 주고 있다.

The Modern History of Change in Saudi Arabia Immediately After World War I

Even after the end of World War I, the rivalry between the House of Hashemite led by Hussein ibn ‘Ali (1852–1931, reigned 1916–1924), based in Mecca; the House of Rashid, centered in Hail; and the House of Saud, based in Riyadh, continued tensely within Arabia. Under the banner of revivalism calling for a return to the simple Islam of the early days, the House of Saud was laying the groundwork to reform the Islam of the time—specifically, the social conditions—that had accumulated through various practices over the course of history. Meanwhile, Hussein ibn ‘Ali of the House of Hashemite was the ruler of Mecca, the holy city of Islam, and harbored ambitions to unify Arab-inhabited regions under his leadership, asserting his lineage as a direct descendant of the Prophet Muhammad. While residing in Istanbul, Turkey, for several years, Hussein frequented the palace of the Ottoman Sultan and associated with him; as a result, he was able to receive the hereditary title of Emir in Mecca in 1908.
However, as the Young Turk Party soon seized power and attempted to implement Turkey's modernization policies, relations between Mecca and Istanbul deteriorated, and Arabian nationalists began to take an interest in Hussein Ali. Furthermore, as Britain, seeking to foment conflict between the Turkic and Arab peoples during World War I, supported him and repeatedly engaged in agitation, he gradually came to position himself as a spokesperson for the Arabs. Korean construction companies also participated in this project, bringing a domestic economic boom, and in the 1970s, the Middle East economy even served to support the Korean economy.
During World War II, Saudi Arabia's strategic and economic influence was very weak, and because the House of Saud consistently maintained a wait-and-see attitude regarding the war, it was able to weather the damage unscathed. Even when the Palestinian issue emerged later, the House of Saud adopted a very lenient policy toward Arab radicals due to the absolute justification of maintaining its power structure. When this triggered a civil war between the royalists and republicans, the House of Saud and Saudi Arabia, fearing the collapse of the balance of power on the peninsula, intervened and supported the royalists. In response, Egypt supported the republicans, causing the civil war to escalate into a protracted conflict. Eventually, the civil war ended in 1970 following a compromise between the two factions.
Until the collapse of Iraq's Hashemite dynasty by a military coup in July 1958, the House of Saud was hostile toward Jordan and the Hashemite dynasty of Iraq, resulting in strained relations. However, as the number of kingdoms decreased, relations with Jordan gradually improved. Furthermore, as the royal families of Yemen collapsed in 1967 and Libya in 1969, the relationship became much closer. When Britain withdrew all military bases from the region east of the Suez Canal in 1971, Saudi Arabia effectively served as the protector of the various small kingdoms on the peninsula that had gained independence from Britain by then: Kuwait, Bahrain, Qatar, Oman, and the United Arab Emirates. In particular, following the success of the Islamic Revolution in Iran in early 1979, solidarity between Saudi Arabia and these small kingdoms was further strengthened. Furthermore, as relations with other moderate Arabian states—such as Egypt, Jordan, North Yemen, Sudan, Morocco, and Tunisia—improved, the country reinforced its solidarity for maintaining its monarchy. Currently, Saudi Arabia enjoys a leading position among moderate Arabian states backed by its economic power.
Additionally, to prevent the repercussions of the Iranian Islamic Revolution from reaching its own borders, it also supported Iraq during the Iran-Iraq War (1980–1988). Here, too, it can be said that a stark contrast is presented by the fact that Syria, Libya, South Yemen, and Algeria—ultra-hardline states within the Arab world—supported Iran. The distinction between hardliners and moderates within the Arab world can be viewed as a term from the late 20th century in international political science, conveniently categorized based on the strength of diplomatic policies toward Israel and the United States, which appears to be its backer state, regarding the Palestinian issue. Although Saudi Arabia does not have military alliances with any specific country, it appears that the House of Saud will pursue a pro-Western neutrality policy for a considerable period while on the throne; furthermore, it incurred the resentment of other Arabs by openly supporting the United States during the 1991 Gulf War. In 2001, the membership was increased to 120, and it was assigned the role of a non-voting National Assembly, which is currently utilized for public relations purposes. However, following incidents such as attacks by extremists on the U.S. military advisory quarters in the capital Riyadh in 1995 and the U.S. military base at al-Khohar on the Persian Gulf coast in 1997, acts of terrorism against Westerners have continued almost every year.
