대전 대덕세무서 신설 염원에도 추진은 '안개속'

세무당국이 연내 직제 개편으로 세무서 신설 추진을 공식화했지만 추진여부는 안개속이다. 

임광현 국세청장은 지난해 국회 국정감사에서 2026년 세무서 신설의 의지를 강하게 드러냈다. 

당시 임 청장은 “대전의 세정수요가 꾸준히 증가하고 있어 기존 3개 세무서만으로는 양질의 납세 서비스를 제공하기 어렵다는 점을 잘 알고 있다. 정기 직제 개편 과정에서 세무서 신설을 추진하겠다”라고 밝혔다.

대전 대덕구는 관할하는 세무서가 유성구 죽동에 위치한 북대전세무서인데다 대덕구민이 이용하기엔 접근성이 떨어져서다. 

대청호지역의 마을들은 북대전세무서까지 이동하려면 대중교통으로 1시간 40분이나 걸린다. 북대전세무서 관할은 기업이 집적한 유성구와 대전에서 가장 큰 규모의 산단이 위치한 대덕구다. 이로 인해 직원 1명이 담당하는 세수 규모가 258억 원에 이른다. 

이는 전국에서 16번째로 높은 수준이다. 대전 전체 세수의 60%를 도맡아 직원의 업무 과부하도 심각한 상황이다. 

대덕구에 대전산단과 대덕산단 등 산업체가 밀집해 법인세·부가가치세·소득세 등 국세 관련 세정수요가 집중했다는 점도 대덕세무서 신설의 명분으로 작용하고 있다. 

장기적으로 산단 중심의 기업활동 증가로 국세 신고 역시 크게 늘어날 것으로 보여 현재의 북대전세무서만으론 한계가 있다.

최충규 대덕구청장은 14일 대전시의회와 대전시청을 차례로 찾아 "세무서 신설이 이뤄진다면 세정 행정의 효율과 형평을 동시에 높일 수 있는 가장 합리적인 곳이 바로 대덕구다”라고 말했다. 

그러면서 “오정동 청사, 2028년 구청사가 이전할 연축지구, 북부경찰서와 대덕산단 인근 등 10곳 이상의 후보지를 제안할 수 있다”고도 했다.

하지만 추진전망은 미지수다. 세무서 신설은 국세청이 행정안전부에 직제 개편을 요청하고 통과하면 이후 예산 심의, 국회 통과 등을 거쳐야 하는데 가장 먼저 행안부 내부에서 대전-충남, 광주-전남 등 행정통합이 현안과제로 부각된 상황이다. 

행정통합 이슈 안에서 세무서 신설 문제가 다시 다뤄져야 하는 상황도 배제할 수 없다. 

대전지방국세청 관계자는 “세무서 신설을 적극적으로 추진하고 있다”면서도 “다만 예산 심의와 통과 등 일정을 고려하면 연내 신설은 무리라고 판단하고 있다”고 전했다.
